I believe it is important to set the record straight and report the
facts surrounding the death of my friend Vinnie. Vincente DePaula,
or
Vinnie as his friends called him, was born in pre-Castro Cuba and
immigrated to the United States when he was a small boy. I met him
in
the early 70's as a fellow employee of Aerojet. We were both in
the
Publications Department, Vinnie was a Graphic Artist and I was a
Technical Writer.
At my request, Vinnie composed a drawing of an alien (i.e.,
extraterrestrial) head that differed from all others in one major
aspect-this one did not have the huge, staring, black eyes ubiquitous
to
aliens. Vinnie's drawing received a lot of notoriety (front page
of the
Roswell Daily News, John Lear lecture series, etc.) which brought
him to
the attention of someone who was obviously displeased. As a result,
Vinnie received a total of 41 hours (see below) of intense interrogation
by agents of the Defense Investigative Service.

People often ask. "Why?", to which I can only guess. But I do believe
there is a connection between UFOs (and their inhabitants), Vinnie,
the
Defense Investigative Service (D.I.S.), and the Defense Support
Program
(DSP), the world's most effective surveillance satellite.
Let us presume, for a moment, that there are extraterrestrials visiting
Earth on a regular and recurring basis. Let us also presume that
some of
them are engaged in an activity colloquially referred to as abductions.
Further, let us assume that the governments of the world are aware
of
this dreadful activity. Whether or not government agents are involved,
and irrespective of their degree of involvement, if they had knowledge
of these acts they would want to monitor them. Governments, for
all
their faults, really don't like others to challenge their sovereignty.
Sovereignty challenges are the cloth from which wars are woven.
There have been hundreds, if not thousands, of alien abductions during
the past quarter century. I believe the government cannot stop them,
but
does wish to monitor them; to determine the "who, what, where, when,
and
why of the entire abduction scenario. To be effective, monitoring
would
need to cover the entire Earth, 24 hours a day, 7 days a week, possibly
for years on end. An extensive (and expensive) network of observers
whose reliability was above reproach would be needed, but we must
rule
out humans because we wouldn't want the abduction observers to become
the subjects of an abduction! Thus, to ensure continuous coverage
we
would employ a series of remote sensing devices. To date, there
is no
record of aliens abducting machines. Humans, cattle, horses, and
goats,
perhaps, but never once a machine.
We would probably choose to modify an existing system to fulfill
this
new mission. This would avoid the publicity that would, of necessity,
follow a new and costly procurement. The system I believe they chose
was
the Defense Support Program, or DSP, the satellites that Vinnie
worked
on until his death.
