Must Responsibility be matched with an equal amount of Authority? General mental model of most organisation members believes so. Expression like "I am committed and I do want to be responsible. But I do not have the authority to make things right?" This is a signal of helplessness and hopelessness. Interestingly this distressing paradigm permeates throughout the entire organisation, inclusive of the persons perceived as having the institutionalised authority to do things right. Sometimes CEO expresses the same : "My hands are tied" (with respect to headquarters policy or board of directors' instruction.)
