Philippines
The Case of the Metering Proposal. December 1997

[...]
While others countries concern themselves with monopolies, the closest the Philippines come to a monopoly would be the telco-owned Internet service providers (ISPs). It is possibe that the fact of being both a telco and an ISP gives them an unfair advantage over independant ISPs. This leads us to the proposal by the telcos to charge phone use on a pulse basis - the so-called phone metering proposals, aimed at financing infrastructures improvements.
[...] with phone-metering, access to the Internet would be limited to those who can afford it, making it economically unfeasible for most of the population.

The phone-metering issues causes an ongoing debat between telcos and consumers [...] If anyone is interested, articles and studies can be found on the Web: telcos, PISO, IAC, FCC.
