While others countries concern themselves with monopolies, the closest
the Philippines come to a monopoly would be the telco-owned Internet service
providers (ISPs). It is possibe that the fact of being both a telco and
an ISP gives them an unfair advantage over independant ISPs. This leads
us to the proposal by the telcos to charge phone use on a pulse basis -
the so-called phone metering proposals, aimed at financing infrastructures
improvements.
