Circle Of Kings is a card-based drinking game. The setup is thus: Players (no less than three) sit in a circle around a large empty cup. Two decks of cards are shuffled and spread around the cup, face-down. A person is chosen to go first, and the order proceeds in a clockwise order. Each player takes a turn drawing a card from the circle and performs the corresponding command is acted.
While most players can choose what they want, one player must have a bottle of straight liquor. Another must have a large cup of water. The cup of water must follow the bottle of liquor in the procession, in order to give the player with the liquor a moment to recover.

Card Commands

King:
For each of the first seven Kings drawn, the players pour some of their drink into the center cup. Should the player with the cup of water pull a King, he chooses anyone else's drink to add to the cup. Never add just water. The player to draw the last King drinks the whole thing.

Queen: Pass it on.
All players pass their drinks to the person on their left.

Jack: Neighbors.
The players to the left and right of the person drawing the card drink.

10: Solidarity.
In a show of good faith and unity, every player drinks.

9: Rhyme time.
The player states a word and everyone else rhymes with it. The first to stop takes a drink.

8: Category.
The player states a category and cites an example, and everyone else states another example. The first to stop takes a drink.

7: Waterfall.
All players drink, starting with the player who draws the card, and continue till the person to their right stops.

6: Piss pass.
No one can leave the table unless they have a piss pass. The game suspends till the player returns. Alternate uses for a piss pass include stopping a Waterfall prematurely and getting out of a drinking action. A player can also choose another player to take a drink in his place.

5: Give five.
The player can distribute five drinks among the other players, in any proportion.

4: Paper, Rock, Scissors.
The player picks anyone else in the game and challenges them to a game of "paper, rock, scissors". The loser takes a drink. Should both players draw the same (i.e., both choose paper), both take a drink.

3: Stand up.
The player stands up and continues to stand until the next 3 is drawn. Despite standing, he cannot leave the table.

2: Questions.
Starting with the player, everyone asks questions and answers questions with questions. The first to falter takes a drink. Anyone who actually answers a question drinks twice for being an idiot.

A: Never have I ever.
The player cites an example of something he has never done. Anyone who has takes a drink.

Communal Punishment
Circle Of Kings works on the premise that everyone faces the same odds. That includes not only the actions commanded randomly by the cards but also that every player is taking drinks of equal amounts (i.e., sipping while a more stalwart player takes actual drinks). To this end, any player suspected of fake drinking can be accused by any of his peers. If found by a majority vote of his fellow players to be taking less than a normal drink from his cup, the player will be stranded with the bottle of straight liquor for the duration of the game (the cups thereafter being cycled as normal, except for the convicted player). This is harsh, but intended to level the playing field.
A pardon can be granted, also by a majority vote, should the player appear to be on the verge of vomiting or dying. ;) Also, no one can be held accountable for not chugging a bottle of straight liquor during a Waterfall. Sipping will suffice, provided it's constant throughout the round.
