Organization

  1. This Association shall be known as the Wednesday Front Nine Men's Golf League.
  2. The purpose of the League is to provide a recreational facility for its members within the framework of the regulations of the Casperkill Country Club.
  3. Officers of the League shall consist of a Director, Assistant Director, Treasurer, and Secretary.
  4. There shall be two regular annual meetings of this Association. The Fall Meeting shall be held within six weeks after the last official game played in each season, and the Spring Meeting, within the six weeks prior to the scheduled opening of each season. A quorum for these meetings shall be twelve members. Officers shall be elected at the Fall Meeting. Prior to this meeting, the Director shall appoint a nominating committee to be constituted of members who have previously served or are now serving as League Officers. Their duty shall be to present a slate of nominees at the meeting. Nominations will also be accepted from the floor. All nominees must be regular League members, and a majority vote of the regular members present shall be sufficient for election.

    Amendments to these Bylaws shall be considered at either regular meeting. An affirmative vote of at least two-thirds of the members present will be required for adoption.

    Proposed amendments must be submitted to the Director in writing prior to the meeting. As a courtesy, however, proposed amendments should be submitted to the Secretary at as early a time as possible, to enable him to circulate the proposals to the membership for their due consideration.

  5. Any officer may be removed from office by a petition signed by two-thirds of the League members. Such removal shall be effective immediately. Officer vacancies created by removal or resignation shall be filled by appointment of the Director for the remainder of the unexpired term, unless a special meeting is called by a petition signed by no fewer than two-thirds of the members. Nomination and election of officers at such special meetings shall follow the normal procedure as given above for the Fall Meeting.
  6. The Director shall preside at all meetings, rule on all grievances, appoint special committees, call meetings, and in general perform the duties normally incumbent on that office. He shall additionally perform the Treasurer's duties in his absence.
  7. The Assistant Director shall generally assist the Director as required. In the absence of the Director he shall perform his duties. If a vacancy occurs in the position of the Director, he shall succeed as Director. The Assistant Director shall also organize and direct the League's social activities, including the customary annual Day of Golf.
  8. The Treasurer shall collect, disburse and safeguard all dues of the League members. He shall maintain records of receipts and disbursements. He shall provide payments of greens fees for all games scheduled and played before each game. In the absence of the Director and Assistant Director, he shall perform their duties. If a vacancy occurs in both these positions, he shall succeed as Director.
  9. The Secretary shall perform those duties normally incumbent on this office. He shall also collect and safeguard all League records, exclusive of financial records, but including score cards for all teams for all games played. He shall compute official handicaps, gross scores, net scores, team and individual standings of members and substitutes as outlined later in these Bylaws. He shall document and distribute the handicaps and other necessary data after each game and before the next game. He shall additionally be responsible for League correspondence. The Secretary will keep a cumulative total of all League games played by substitutes.

Limitations

  1. No member or substitute shall conduct himself in a manner which shall detract from the esteem of the League or which shall cause other members to suffer in the normal enjoyments expected of membership. By decision of four of the officers or by petition of two-thirds of the membership, members or substitutes whose conduct is considered detrimental to League purposes shall be expelled from membership effective immediately.
  2. Members and substitutes shall abide by the normally-expected courtesies of golf etiquette including but not limited to caring for the course and grounds, replacing divots, smoothing sand traps, refraining from the use of abusive language, expediting League play by not taking excessive practice strokes, permitting play-throughs, playing in turn, counting strokes correctly and adhering to League and Casperkill Country Club rules.
  3. No officer, member, or substitute shall make use of League funds or the League name for other than the normally-intended purposes of the League.

Membership

  1. The membership of this League shall consist of regular members and substitutes. When the term "member" is used elsewhere in these Bylaws, it shall mean regular member. All members shall also be members of the Casperk ill Country Club.
  2. There shall be thirty-two members of the League. No limit is placed on the number of substitutes.
  3. Members whose games played and games missed for medical reasons sum to fifty percent or more of the games played in the previous season while they were regular members shall automatically be eligible and have first priority as members in any current season. In the event of a member vacancy, substitutes shall have priority for succession to membership. First priority will be given to the substitute with the greatest cumulative total of games played in the League for the past three years plus the present year. In the event of a tie, the substitute with the earliest calendar date of membership shall have priority. Members from the previous season who have not qualified for automatic priority shall be considered eligible for membership as substitutes.
  4. Persons desiring membership shall be entered as substitutes. Succession as members shall follow the procedure given above.
  5. A member who is a no-show twice in a season is liable to expulsion.
  6. Membership is limited to men with an entering(established or estimated) handicap of 20 or less for 9 holes. This handicap should be readily verifiable to the League Officers.

Dues

  1. Members' dues are payable in full prior to the Spring meeting. Failure to pay dues is grounds for disqualification as a regular member, unless excused by the Director. Substitutes are not required to pay dues.
  2. Members disqualified for reason of delinquent dues payments, and members who voluntarily relinquish regular member status may, at their request, retain League membership as substitutes. Their previous records will be retained for purposes of future succession to membership.
  3. The Director, Treasurer and Secretary shall be exempt from that portion of the dues allocated to greens fees.
  4. The League officers will determine the amount of the annual dues based upon the Treasury balance carried over from the previous year. The general computation to be used is as follows, with consideration of the current balance, and adjustment to the nearest whole dollar as adjudged most judicious.

    Greens Fees
    Amount per Player = (32 x Number of Games x (Greens Fees + $0.375)) / 29

    (Thirty-two golfers each play fifteen games. The extra 37.5c is a buffer. This total is divided by 29 since three officers are exempt from this payment.)

    The Treasurer will set aside the greens fees amount, match prize amount and an amount to cover the costs and expenses of the organization, including but not limited to checking account charges. The remainder of the dues will be available for League prizes and social activities.

  5. No dues will be refunded. If fewer than the scheduled number of games are played due to rain-outs, holidays or other factors, the amounts set aside for greens fees will be transferred to prize or social activity funds or retained in the treasury for the next season as the Director rules.
  6. Substitutes who wish to participate in social events must contribute to these activities a fee as determined by the Director. The amount of this fee shall be the same for all substitutes.
  7. No reimbursements of dues will be made by the League to members under any circumstances. In the event of succession, and the inability of those involved to reach any other agreement, the incoming member will reimburse the outgoing member by the amount computed as follows:

Schedules

  1. The Director shall arrange with the Casperkill Country Club the scheduled tee-off date for the first game of the season.
  2. The Secretary shall prepare the schedule for all games for the season. The season will normally consist of fifteen or sixteen Wednesday games. Under no circumstances shall regular League play, except playoffs, occur after Labor Day. The prepared schedules shall include the opposing teams and starting tees for each scheduled game.
  3. Holes one through nine of the Casperkill Country Club golf course will be reserved for this League each Wednesday during the season, but no reservation will be made nor will a game be scheduled for an IBM holiday which falls on a Wednesday. The Casperkill Country Club will arrange to reserve the course sufficiently early before the earliest tee-off time so that league play will not be interfered with. Normal tee-off time is scheduled between 4:00PM and 5:00PM. The Director shall advise the membership of changes in tee-off time, and the late arrival time will be adjusted similarly.
  4. Each player must report to the first tee at his scheduled tee time, unless play has been officially cancelled by the Director. Cancellations of scheduled games will ordinarily be transmitted by the Director no later than 4 P.M. of the scheduled day of play. When a game is cancelled, it and subsequent matches are moved back one week. The last day of play, however, will always be the final position night.
  5. Under adverse weather situations or other catastrophic conditions the Director may terminate official play at any time. In this event, a league night is considered official when at least one-half the league(16 players) has completed five or more holes, with unplayed holes scored as halved for match play.The medal point will be determined by holes actually played. If the total(adjusted for handicaps) for medal play is the same, the medal point is split.
  6. If, in a player's opinion, darkness renders play impossible, or adverse weather conditions such as lightning endanger his safety, he may elect not to complete a game. His opponent may not continue to play. If the weather clears, then play may be resumed. If play cannot be resumed, then the remaining unplayed holes will be scored as halved for match play. The medal point will be determined as above.
  7. Substitutes will pay to the league a participation fee(currently $10.00) for each of their rounds.
  8. Schedules for playoffs, if required, will be arranged by the Director.
  9. The secretary will generate tee time assignments, rotating starting times in a fair manner.

Formation of Teams

  1. Teams will be formed by drawing names from a hat at the spring meeting. An ordered list of all members will be created, ordered by last ten Adjusted Gross Average and Net Average scores. New members that do not have any established scores will provide an estimate of their average score for 9 holes and will be placed in the list after all other adjusted gross averages of that value.

    The list is then grouped into groups of 8 (1-8, 9-16, 17-24, etc.). The 1-8 ranking members' names are placed in the hat and drawn, the first drawn is on team 1, second drawn is on team 2, and so on. The 9-16 ranking members' names are placed in the hat and drawn, the first drawn is on team 1, second drawn is on team 2, and so on. This process continues until all teams are filled.

  2. In the event that all teams are not filled at the meeting (less than 32 members signed up), the teams will be completed best fit, once 32 members are signed up, at the director's discretion (so as to make the team's total handicap as close as possible).

Handicaps

  1. Handicaps are calculated by taking 85% of the difference between par and the average adjusted gross, where adjusted gross means that any strokes over double par on a hole are not counted. The following method is used to compute the average adjusted gross.

    games played ------------ 1 - Use the score 2-3 - Use all but the highest score 4-8 - Use all but the 2 highest scores 9 - Use all but the 3 highest scores 10+ - Use all but the 4 highest of the last 10 scores

    If a player has not played at least ten games before playing on a given night, that night's score is included in the handicap used for that night's point determination.
  2. Only scores of League games played during the current season and the three preceding seasons shall be considered in calculating the handicap. Players joining or re-joining the league may supply the secretary with up to 5 scorecards from the Casperkill Country Club golf course from the current or previous season. The score from the front nine will be used to calculate the handicap.

Scoring

  1. The Secretary shall maintain records of individual and team scores for all members and substitutes for each game scheduled and played.
  2. Scores shall be recorded by players and attested to by a member of the opposing team. Players are responsible for turning in their scorecards to the Secretary promptly after each game played.
  3. The information entered on the card shall include each player's name (and for substitutes, the name of the regular member for whom he is subbing) and team number, the date, and the scores by holes.
  4. Earned match points may be entered on the score card for each hole played. The player with the lower net hole score earns one match point for the hole. In the case of a tie, each player earns one-half match point. The total number of match points for the match may also be entered on the score card for each player.
  5. Earned medal (stroke) points may be entered on the score card. The player with the lower net score earns one medal point for the game. In the case of a tie, each player earns one-half medal point.
  6. Earned total points, equal to the sum of earned match points and earned medal points, may be entered on the score card.
  7. A player is a late arrival if he arrives at his starting tee after the established time limit of thirty minutes past the starting time, or if he arrives at his starting tee after the other members of his foursome have teed off, if past the time limit. Late arrivals will use the following procedure for the unplayed holes.

    The gross score for the late arrival is determined by adding a penalty of nine strokes to his established average gross score (half adjusted and truncated to an integer). This score must be allocated on a per-hole basis to allow the computation of match points to be awarded. The first thirty-six strokes are allocated according to par for each hole. All remaining strokes in excess of thirty-six are then allocated in succession to holes in order of decreasing difficulty. If more than nine strokes are to be allocated, the sequence of holes returns to begin again with that of greatest difficulty until all strokes have been allocated. Match points are then awarded as if the absent player had made these scores. His handicap is applied in the usual manner for the purpose of this calculation.

    Example: Gross Average 60.530

    Gross Score = Gross Average (half adjusted) + penalty = 61 + 9 = 70

    Allocation = Gross Score - Par = 70 - 36 = 34

    These 34 strokes are allocated 3 per hole plus 7 in order of decreasing difficulty.

  8. For partial but official games, scores for holes not completed will be assigned as per the above without penalty strokes.
  9. A player is a blind if he is unable to find a substitute and notifies his opponent that he is not able to play prior to the match. A player must make contact with his opponent or someone else on his team or his opponent's team prior to the time of the match to be a blind. Otherwise, he is considered a no-show. He may also be a blind, at the discretion of the Director, if he is unable to play because of unforeseen personal reasons. Scores for a blind are calculated as for a late arrival, except that the penalty imposed is two, rather than nine, strokes. This penalty is intended to compensate his opponent for the difficulty in playing a blind whose scores are uniform. The score of a blind vs. blind game shall be a 5.0-5.0 tie.
  10. A player is a no-show when he does not play a game, fails to attempt to get a substitute, and does not contact his opponent or someone in the foursome (timestamped phone message is acceptable) prior to 3:00PM on the day of the match. In some way, your opponent or someone in your foursome must be contacted indicating that you will not be playing the match. For scoring purposes, no-shows are treated as blinds for the match but cannot receive points for the match (ie., if the no-show wins the match 6-4, the opponent will receive 4 points and the no-show will receive 0). It is your responsibility...plain and simple. No-shows are subject to expulsion from the league as previously described.

Rules of Play

  1. The League golf course will consist of holes one through nine on the Casperkill Country Club course.
  2. USGA rules for Match Play and Casperkill Country Club rules are considered to be League rules except as modified or specially clarified herein. As this match play is not done in tournament fashion, the score for a match will be the number of accumulated points for each player based on hole-by-hole competition (see scoring section).
  3. The weekly contests will be singles (a match in which one plays another). Thus the first-ranked member of a team will play against the first-ranked member of the opposing team, the second against the second, etc.
  4. If for any reason the current player rankings are not available for any game, then the matches will be determined by the most recent rankings available.
  5. Players can assign a substitute for themselves so that the difference in the handicaps between the substitute and his opponent is as close to zero as possible. Regardless of the difference, the sub will play in the position of the absent member, thus no reordering of the teams will take place.
  6. Foursomes will be formed from two singles matches. Of the pairs of opponents both present at the tee at starting time, priority in order of tee-off goes to the higher-ranking (i.e., lower-handicap) player, except that a player playing a known blind receives even higher priority. Tee-off priority for matches not present at the tee at starting time is by time of arrival.
  7. The only person with whom a player may pre-arrange (i.e., prior to teeing off) to share a riding cart is his opponent. After a foursome has teed off, any walking member of that foursome is free to share a cart with a player in that foursome who is riding alone.
  8. Teams assigned to a starting tee on the schedule have preference with regard to play-through.
  9. Winter Rules will be in effect, i.e., a ball on the fairway being played, or on the fringe of the green, may be moved with the club, or lifted, cleaned, and placed, within one club length of where it originally lay, not nearer the hole, and so as to preserve as nearly as possible the stance required to play from the original lie.
  10. On the third hole, balls driven from the tee into the nearer water hazard (the pond) shall incur a one stroke penalty and another ball shall be played from the tee (shooting 3, 5, 7, etc.). Balls driven from the tee into the farther water hazard (the creek) shall similarly incur a one stroke penalty, and the player may play his next shot from the drop area, if one is marked, or, if there is no marked drop area, from the area immediately to the right of the red tee. Such shots are not to be played from the red tee itself, nor is the use of a tee permitted. This rule shall apply whether the ball played from the tee has gone directly into the hazard, has first bounced on the fairway or has bounced off the bridge, trees or other obstacles into the hazard.

    The rough surrounding either hazard shall be considered to be part of the hazard when applying this rule; therefore, a ball deemed to be unplayable in rough so identified is subject to the penalties described above.

  11. Balls are not considered lost on the fairway being played. When a ball cannot be found on the fairway being played, the foursome will agree to an approximate position and a new ball will be dropped there without penalty.
  12. There shall be no penalty imposed for any of the following.
    1. Giving or asking for advice.

  13. In the event that a ball is hit in such a manner that it is likely to be lost, or an unplayable lie is likely to result if the ball is found (e.g. in the woods), a provisional ball may be played from the same position. If the original ball is subsequently declared to be unplayable, the player has the option of playing the provisional ball with a penalty of one stroke (shooting 4), dropping the unplayable ball within two club lengths of the spot where the ball lay, but not nearer the hole, with a penalty of one stroke (shooting 3) or dropping a ball behind the point where the ball lay, keeping that point between himself and the hole, with no limit to how far behind that point the ball may be dropped, with a penalty of one stroke (shooting 3).

    If a provisional ball is not played and the original ball is lost, the player must return to the spot from which the original shot was played, and play his next stroke from that spot with a penalty of one stroke (shooting 3).

  14. A ball which is deemed to be unplayable in a bunker must be dropped in the bunker. A ball unplayable in a water hazard, which includes the rough surrounding the hazard, is subject to the rules which specifically apply to water hazards.
  15. The U.S.G.A. rule governing casual water shall be interpreted to include muddy conditions which interfere with a player's stance or stroke as well as standing water. A ball which has been lifted under this rule may be cleaned before dropping.
  16. When playing a temporary green, a player will be assessed at most 2 additional strokes once the ball comes to rest within a clearly marked circle. Should the player hole-out the first putt once in the circle, the player is assessed only the one additional stroke. In the absence of a clearly marked circle, the length of the flagstick will be used to determine the radius of the circle.
  17. A player may give a putt to an opponent. If and only if a player is given permission by his opponent to pick up, he adds one stroke to his score, and the hole is complete for that player.
  18. Stones within bunkers are to be considered moveable obstructions. They may be removed at any time without penalty so long as nothing is done to test the condition of the hazard.

Standings

  1. The Secretary shall maintain records of team and individual standings for each member and team of the League.
  2. First place team standing shall be given after each game played to that team whose total points exceed those of all other teams.
  3. Members who have resigned or who have been disqualified from regular member status will be retained in the standings.

Awards

  1. Teams and individual members shall be eligible for awards provided by the Casperkill Country Club To be eligible for a team award, players must have played in at least two-thirds of the official League games. Members who have resigned or been disqualified from member status shall not qualify.
  2. Each qualifying member of the team which has first place standing in the League at the close of the season shall receive a League prize. In the case of a tie between two or more teams, the Director shall schedule playoffs for the tied teams, and scores and standings will be computed as if the season were extended for the playoffs.
  3. Individual prizes for first and second place will be awarded in the following categories.
    1. Low Gross Average
    2. Low Net Average
    3. Highest Average Points per Game
    4. Most Birdies (eagles count as two birdies)
    5. Most Improved (see formula below)

    A member must have played in three-quarters of the matches to be eligible for individual prizes.

    Prizes are awarded in the order first prizes (a) through (e), then second prizes (a) through (e). No member may receive more than one individual prize. If a member merits a prize but is already receiving one earlier in the award sequence, then the next-best member in that category will receive the prize.

    If two or more members tie for first or second place in a given category, then each of them will receive a prize. If a tie exists for first place, then no second place prize(s) will be awarded.

    The formula for calculating the most improved rating uses the last season's gross average as its basis. Improvement is determined on a percentage basis. Last season's gross average must be based on three-quarters of the League season.

    A player's improvement rating is calculated as

    The player with the lowest improvement rating is the most improved.

  4. A League prize will be awarded to qualifying members who have scored a hole-in-one or double eagle during League play.
  5. With the exceptions noted above, the normal season will be used in the determination of prize winners, and duplicate awards will be made in cases of ties. The officers of the League shall determine the nature of the prizes.
  6. The qualifying individual on each team with the highest average number of points per game earned for his team shall receive a League prize. Duplicate awards will be made in cases of ties.
