The Skywarn program is a network of trained severe weather spotters who primarily use amateur radio to report and track severe weather. Spotting is not quite the same as chasing, because the primary purpose is to observe and report, not be a participant. If you are in golf ball sized hail and see a cow blow past -LOL- and the house a half block away disintegrates, guess what? You are WAAY too close. Then you are a participant and no longer an observer.
