Russian Regional Leaders Elections - 1997

The general regional elections, that started in September 1996, were almost completed till the end of March 1997. On the 1st of January 1997 there were still six non-elected governors - in Tyumenskaya, Amurskaya, Tul'skaya, Kemerovskaya oblasts, Aginsky Buryatsky and Evenkiysky okrugs. Presidents of 4 republics (Mariy El, Adygeya, Kabardino-Balkariya, Tyva) were elected in the 1st quarter of year as well as the president of the Chechen Republic of Ichkeriya.
Early elections in Nizhegorodskaya and Irkutskaya oblasts were held in the summer (after resignation of governors). First elections in Kemerovo (and the last in the queue) - in the autumn.
Early (half year before term) elections in Orlovskaya oblast and Komi Republic are being held in October and November. Presidents of Chuvashia and Altai Republic will be elected in December.
JANUARY, 4
  • Respublika Mariy-El (2nd round): Opposition candidate, supported in 2nd round by OKS as well, V.Kislitsyn (CPRF, former Council of Federation member) - 59%; L.Markelov (State Duma member, LDPR) - 36%
    JANUARY, 12
  • Respublika Adygeya: 3 candidates. President - Aslan Dzharimov re-elected - 57.88%; A.Sovmiz - 19.48%; K.Tsiku (State Duma member, regional CPRF leader) - 15.71%. Participation level - 56.19%.
  • Kabardino-Balkarskaya Respublika: President Valery Kokov - the only registered candidate - 98.3%. Participation level - 97.53%.
  • Tyumenskaya oblast' (2nd round): incumb. Leonid Roketskiy (OKS) - 58.83%; businessman S.Atroshenko -32.94%

  • Chechen Republic of Ichkeriya: 13 candidates. Prime minister Aslan Maskhadov elected the president with 59.3%. Terrorist Shamil Basayev - 23.5%, president Zelimkhan Yandarbiyev - 10.2%. See [ Chechen government site ]

  • Aginskiy Buryatskiy avtonomnyi okrug (repeated elections): State Duma member (pro-government faction 'Russian regions') Bair Zhamsuev - 44.5%, Yury Dondokov - 33%, B.Abiduev - 9.4%, N.Zhambalov (former Council of Federation member) - 8.7%, V.Chimitdorzhin - 0.4%.

  • Evenkiyskiy avtonomnyi okrug (repeated elections): Former legislature speaker Alexander Bokovikov (NPSR) won with 650 ballots gap over incumbent Anatoly Yakimov (OKS)

  • Amurskaya oblast' (repeated elections): 6 candidates. Anatoly Belonogov (legislature speaker, NPSR, CPRF member) - 62.52%; incumbent Yu.Lyashko (OKS) - 24.42%. Others - less than 4%: A.Surat (elected governor in 1993, dismissed by Yeltsin in October 1993); V.Sebina (LDPR); G.Simonov; V.Khakhin.
  • Tul'skaya oblast': 11 candidates. Vasily Starodubtsev (NPSR) - 62.75%; Viktor Sokolovsky (head of regional Gazprom, one of OKS-supported candidates) - 15.1%. Incumbent Nikolai Sevryugin - 4.76%. Nikolay Tyaglivyi (Tula city mayor, supported by Lebed) - 4.22%. Others - Valentin Mitin (former vice-governor, OKS); Alexandr Titkin (former Industry minister, supported by regional Yabloko and ROS); Viktor Derevyanko (former legislature chmn.); Igor Chernykh; Nikolai Sergienko (OKS), Vladimir Ananyev, Vladimir Severov (OKS). OKS supported 5 candidates simultaneously (Mitin, Sokolovsky, Sergienko, Severov, ...)

  • Nizhegorodskaya oblast' (early elections, 1st round): 5 candidates. Ivan Sklyarov (Nizhni Novgorod city mayor) - 41%, Gennady Khodyrev (State Duma deputy, former 1st secretary of CPSU obkom, NPSR) - 39%, Nina Zvereva (TV journalist), Sergei Speransky (chmn. Legislative Committee of regional Legislative Assembly), Vadim Bulavinov (former State Duma member). Acting governor Yury Lebedev, Eduard Limonov and 6 more candidates were not registered.

  • Nizhegorodskaya oblast' (2nd round): Ivan Sklyarov (Nizhni Novgorod city mayor, supported by OKS and Yabloko) - 52%; Gennady Khodyrev (State Duma deputy, former 1st secretary of CPSU obkom) - 42%; against both candidates - 3.5%

  • Irkutskaya oblast' (early elections): Governor Yury Nozhikov strangely "resigned" staying in office till the inauguration of new governor. 9 candidates registered: Irkutsk city mayor Boris Govorin (supported by Nozhikov, 'Our Home' and OKS) - 50.3%; CPRF obkom secretary Sergei Levchenko (NPSR) - 20%; State Duma member Viktor Mashinsky - 15%; director of East Siberian Coal Company Ivan Shchadov (supported by Lebed) and Yabloko - 7%. Other candidates - State Duma member Vitaly Shuba; State Duma member Yury Ten (self-withdrawn before elections); Angaraneftekhim director Fyodor Serediuk, 2 heads of departments of regional administration - Sergei Zubarev and Sergei Shaburov.
    OCTOBER, 19
  • Kemerovskaya oblast': 3 candidates. Aman Tuleyev, the last governor in Russia nominated by presidential decree (NPSR) elected with 94.54%; State Duma member Nina Ostanina (Tuleyev's "back-up person") - 0.38%, State Duma member Viktor Medikov (political center) - 2.08%. Some more candidates collected signatures but did not pass them to registration, including Teimuraz Avaliani (State Duma member, CPRF radical, 1st secretary of obkom), Leonid Sergachov (CPRF, regional legislature member), V.Bocharov (vice-presidential candidate in Tuleyev's presidential campaign-1991), V.Kudeshkin.

    OCTOBER, 26
  • Orlovskaya oblast': incumb. - Yegor Stroyev (chairman of upper chamber of the federal parliament) reelected with about 95%, the only other candidate Vera Yenina (chairman of kolkhoz) - 3%. Other candidates Sergey Isakov (LDPR) and Vladimir Kapustiansky (LDPR+DVR) were not registered for strange reasons
    NOVEMBER, 30
  • Respublika Komi: 6 candidates for Head of the Republic registered: Yury Spiridonov (Head of the Republic) according to preliminary data re-elected with about 60%; Rita Chistokhodova (State Duma member, left-wing) - about 27%; Vyacheslav Krusser (Beer Lovers Party regional chairman); Valery Zlobin (regional LDPR leader); Vasily Kuznetsov (KPRF, head of budget commission of regional legislature); Mikhail Khodanev (regional "Solidarity" movement leader, supported by Alexander Lebed) - have not formally withdrawn but supported Chistokhodova.

  • Respublika Altai: first direct elections of Chairman of the Government - Head of the Republic. State Duma deputy Semyon Zubakin (member of Gaidar's DVR) is elected; second - off-shore zone director Yury Antaradonov; others - Head of Republic Vladilen Volkov, former premier Vladimir Petrov (supported by NDR); State Duma deputy Viktor Romashkin (KPRF); Lebed's party regional leader Igor Chernov.
    DECEMBER, 28
  • Chuvashskaya Respublika: presidential elections. President Nikolay Fyodorov (4 years ago elected as Travkin's DPR member, now supported also by NDR) re-elected with 56.7%; head of regional legislature and regional KPRF obkom Valentin Shurchanov - 34%; regional LDPR leader Oleg Vasilyev - 1.5%; Vladimir Izhederov ("Worker's Chuvashia") - 1%; Vyacheslav Timofeyev (Chuvash national movement) - 0.5%.
