Russian Regional Leaders Elections - 1998

The everywhere-elections of Russian regional leaders finished in October 1997 (see 1996, 1997).
Reelection of 4 governors from the "first generation" (1993) and 3 presidents is sheduled for 1998. The first direct elections were held Mordovia. The only 2 'parliamentary republics' Daghestan and Udmurtia are discussing the possibility of direct elections.

JANUARY, 18
Respublika Severnaya Ossetiya - Alania: 12 candidates registered, 5 of them self-withdrawn. State Duma member and former KPSS obkom first secretary Alexander Dzasokhov won in the 1st round with 77%; President Akhsarbek Galazov (another former 1st secretary) - 10%, "Energostroy" director Arkady Kadokhov (supported by Alexander Lebed) - 6%; KPRF obkom first secretary Sergey Totiyev - 3% (some raikoms and federal leaders of KPRF supported Dzasokhov); among other candidates - former premier and now deputy federal minister Sergei Khetagurov. Self-withdrawn: Nationalities minister Eduard Metsaev, local deputy Ruslan Gioyev, heads of farms Alexey Khatagov and Tamerlan Khaziyev, university teacher Viktor Karginov.
FEBRUARY, 15
Respublika Mordovia: Head of Republic Nikolay Merkushkin (agrarian) reelected with 90.78%; spaghetti plant director Alexey Sharov was the only rival (or "back-up person"). Not registered ("bad signatures") - former leader of Republic Nikolay Biryukov, State Duma deputies Nikolay Medvedev and Yevgeny Kosterin (KPRF obkom 1st secretary), deputy construction minister Alexander Zamotayev.
MARCH, 1
Respublika Ingushetiya: President Ruslan Aushev reelected for 3rd term with 66.5%; head of department of General prosecutor's office Issa Kostoyev (former Federation Council deputy) - 13.3%; State Duma member Mukharbek Aushev - 9.1%. Other candidates - regional parliament deputy Boris Ozdoyev; general Lebed's advisor Yahya Akiyev (self-withdrawn).
APRIL, 12
Lipetskaya oblast' Mikhail Narolin (chief of adm. elected in 1993); his predecessor Gennady Kuptsov; former chmn. of Oblispolkom Vladimir Toporkov (State Duma member, KPRF); regional legislature chmn. Oleg Korolev; Boris Shestakov, Sergey Chesnokov etc.

APRIL, 26
Respublika Kareliya Elections of Chairman of the Governmemt
Krasnoyarskiy Krai governor elections. The chief of administration Valery Zubov (NDR); general Alexander Lebed; State Duma member Petr Romanov (KPRF); State Duma member Valery Sergienko (People's Power); vice-cheirman of Volsky's Russian Union of Industrialists Yury Sakharnov; Valery Kirillets (Yabloko). State Duma member Vladimir Tetelmin (Gaidar's DVR member) not registered.
Smolenskaya oblast' Governor Anatoly Glushenkov; Smolensk city mayor Alexandr Prokhorov (supported by KPRF); businessmen V.Ryova and V.Saulyak.
