Introduction
The City of Kankakee, Illinois Community Development
Agency (CDA) was created in 1978 and is primarily funded by the
U.S. Department of Housing
and Urban Development(HUD). All programs benefit low and
moderate income persons, with special emphasis on home
owners and home ownership opportunities.
Mission Statement:
The Kankakee Community Development Agency is committed
to implementing the objectives of the U.S. Department
of Housing and Urban Development in our neighborhoods.
We believe that when low-to-moderate people live in
good housing and work good jobs it improves the quality
of life for everyone. We are successful when we can help
people and organizations committed to these goals, get
qualified and receive support as approved by HUD.
We offer technical and financial assistance to
people and agencies who share in our mission: Making
Kankakee a city for the 21st Century.
Housing Rehabilitation
Illinois Housing Development Authority (IHDA)
H.O.M.E. Program
A HUD funded, state administered
program. CDA has access to over $500,000 to help renovate
and rehabilitate homes of the elderly and physically
challenged. Qualified homeowners can receive as much
as $35,000 in assistance.
Qualified first-time homebuyers can apply for the purchase of
a newly renovated home. CDA,
together with IHDA and HUD more than $600,000 is available
for disbursement.
Public Services
Not-for-Profit Agencies serving the needs of low-to-moderate income residents
may be
eligible for HUD-funded Public Service Grants from CDA. Under the auspices
of the Mayor's Advisory Committee (MAC), these public service
grants are given to qualified not-for-profit agencies already in
operation to improve facilities serving low-to-moderate
income residents. CDA also provides technical assistance for
qualified agencies writing grants or searching
Notices of Funding
Availability (NOFA).
Economic Development
Special Economic Development Fund
Qualified business owners, who create jobs for low or
moderate income persons could be eligible for loans or
loan guarantees for up to 30% of business start-up or expansion
cost.
Micro Enterprise Program
Low-to-moderate income residents also can own or operate
their own businesses with help from CDA. Funds are available for
training in small business management and loans can be made
for up to $5,000 in start-up cost.
Lead Safe Homes Initiative
More than 600 children in Kankakee suffer from lead
poisoning. High lead blood levels can result in poor
school performances, lethargy, and even death. CDA's
Lead Safe Program has targeted dozens of homes in the
city for lead mitigation. Property owners can receive
loans or grants to lessen lead hazards.
City of Kankakee Fair Housing Commission
In an effort to further fair housing in our community
the City of Kankakee passed a Fair Housing Ordinance and
established a Fair Housing Commission in May of 1995. It is
illegal to discriminate in housing on the basis of sex,
religion, familial status, physical or mental disability,
race, color, or national origin in regard to sale or rental
of real estate in the City of Kankakee. Fair housing complaint
