Wilton Park

France – Russia – UK Symposium 13 – 15 March 2000

Sergei Lavrov, President of RAVUNPM, visited the UK from 12 – 19 March to take part in the fourth France – Russia – UK Symposium, which took place at Wilton Park in Sussex. While in England he olso met with a number of British military officers and civil servants, as well as with London publishers.

The Russian Ministry of Defensce delegation to the Trilateral Symposium was led by Colonel-General Valery Manilov, first Deputy Chief of the General Staff of the Russian Federation. The British and French Ministry of Defence teams were led by his counterparts, Admiral Sir Peter Abbott and General Richard Wolsztynski.

General Manilov opened the Symposium with the major presentation comparing NATO’s strategic Concept and Russian Military Doctrine, and examining the opportunities for cooperation presented by these documents.

Other topics discussed included internal threats, public opinion as a factor in international stability, improving the foundation of effective defence diplomacy, defence in a changing environment and prospects for improving cooperation in joint operations.

In the relaxed and informal atmosphere of Wilton Park the participants exchanged views frankly and openly, not evading contentious issues but clearly seeking to resolve past misunderstandings and establish a sound basis for future lasting cooperation.

All parties were resolved to continue meeting in this Trilateral format, and possible topics for future sessions were discussed. These included cross-border cooperation in controlling terrorism, drug trafficking and organised crime.

RAVUNPM has proposed to Mrs. Caroline Schofield (who devised and has organised this seria of Trilateral events) that a part of its Peacekeeping Concept might form the basis for a future discussion in this format.
