City Council redistricting planIn April 2001, INCOG drafted six plans for redistricting Tulsa's City Council districts to equalize the population based on the 2000 Federal Census. The process of adjusting election district boundaries is governed by Article VI, Section 10, of the 1989 Tulsa City Charter. A three-member Election District Commission evaluates the proposals and has final say on the boundaries. The commission must file a plan by July 31, 2001. The commission consists of one member each appointed by the two largest political parties, plus a member appointed by the Mayor and confirmed by the City Council. The three members of the commission were Keith McArtor (Democrat), Paul Wilkening (Republican), and Steve Lewis (Democrat and Mayoral appointee).Below is the final map approved by the Election District Commission. NOTE: Since this map was approved, 13 square miles in Wagoner County was annexed to the City of Tulsa. This area, which has a very small population, has been assigned to District 6.
