David C. (Dave) Stiver

 

 Upon leaving the service after World War II in 1945, William Kenneth Stiver returned to his childhood home of Clymer, PA. There he worked as a coal miner with several of the local mining companies. In the early 1950’s, David's father chose to seek out a new home for his family. With only an eighth grade education he found work in Cuyahoga Falls, Ohio, working at a  local Pure Oil station.

Born David Charles Stiver on October 16, 1957, at Akron General Hospital, Akron, Ohio, he is the fourth child in a family of five children.  The family lived in east Akron adjacent to many of the large rubber manufacturing companies, such as General Tire, Goodyear, and Goodrich Tire and Rubber Company, in an area known as Cutler Parkway. It was here that David spent the early days of his life. Upon his birth in 1957, the family moved to their present home in North Hill. David attended elementary school at Forest Hill Elementary. He went to junior high school at Jennings Junior High School. As a 9th grader in 1973, his class became the first junior high class to attend North Vocational High School.

As a child, Dave participated in several community activities. He was a Cub Scout with Pack 3008. He was a Webelo Scout, and attained the rank of Life Scout with his local Boy Scout troop, Troop 8. While attending high school, David's focus changed to sports and athletics. However, during his freshman year of high school he commanded the Honor Guard and Drill Teams as a member of the Air Force Junior R.O.T.C. program. Dave lettered in track during his four years of high school, and he also served as Team Captain for the 1976 championship winning cross-country team. Primarily a miler and half miler, he was instrumental in helping the track team achieve its first championship in over 20 years. During this period, David Stiver competed as a member of the Amateur Athletic Unions (A.A.U.) – Lake Erie chapter's teams, the Summit Athletic Club, and the Akron Road Runners. He ran his first marathon in the Ohio River Valley in 1975.

Upon graduation in 1976, David Stiver began his enlistment in the United States Army. Having completed basic and advanced training, he began his tour of duty at Fort Carson, Colorado, with the Fourth Infantry Division. In his later years, he served as Battalion Training NCO for the 12th Infantry. He ended his tour of duty in 1979 and began his studies at Pikes Peak Community College. Here he served as Student Government Representative for Phi Theta Kappa, the National Honor Society for Junior Colleges. Working with other members, they successfully petitioned school administration to conduct an election calling for the school to shift from a quarter hour system to a traditional semester system.

In 1982, David met his present wife Diana and they were married on August 6, 1982. Diana, a Colorado native, is the daughter of Floyd and Ethel Ruth (Fulghum) Dosher. Born and raised in Durango, Colorado, Diana graduated from Fort Lewis College with a Bachelor's Degree in Elementary Education. Having graduated from Pikes Peak in 1983, David transferred to the University of Colorado, Colorado Springs, to complete his education under the GI Bill. In 1985, Dave became the first student from the university to attend the 16th Annual Symposium on the Study of the Presidency in Washington, D.C. Later that year, he was selected from among thousands of students, from across North America and Canada, to attend the prestigious Engalitcheff Institute on Comparative and Political Systems at Georgetown University, Washington, DC (sponsored by the  Fund for American Studies. One in a class of 113 students, he studied at the university and interned on Capitol Hill working in the Political Division for the Fund for a Conservative Majority. David Stiver is presently only one of four alumni members residing in the Pikes Peak Region to have attended the Institute in its nearly 30 year history.

In 1987, he created the Fourth Judicial Districts Crime Victim Restitution Collection Program (CVRCP). Established entirely without taxpayer dollars, the program consistently collects and pays out more funds to victims than any judicial district. Dubbed a "Champion for Victims" by the Colorado Springs Gazette in 1989, his commitment to law enforcement and the crime victims movement continues today. David Stiver also served as the Chief Deputy Administrator for the Fourth Judicial District Court where he managed an annual budget of $6.2 million dollars. In that capacity, he also served as the Financial Officer for crime victim funds (in excess of 2.0 million annually) for the Fourth Judicial District.

From 1987 to 1990, he served as an executive board member for the Colorado Organization for Victim Assistance (COVA). He was also a nominee to receive the organizations highest honor, "Crime Victim Advocate of the Year." During this period he assisted COVA in implementing its strategy for the creation and passage by voters of the Crime Victim Bill of Rights Constitutional Amendment. He also served on the organizations Legislative Drafting Committee and drafted several pieces of enabling legislation. The measure passed statewide with more than 80% of the vote, and 82% in El Paso County (his home).

Dave Stiver served on School District Eleven's District Advisory and Accountability – Budget Subcommittee from 1995 to 1997. He served as Chairman from 1996 to 1997. In October of 1997, he began his ventured out on his own and established Team Strategy (http://www.tmstrategy.com). Working as a registered financial management consultant, he provides financial and management advice to individuals and small businesses on a wide variety of issues.  At the present time he serves as treasurer for the Castlepoint Homeowners Association, and volunteers with Junior Achievement teaching business courses to Junior and High School students.   He holds a Master's Degree from the University of Phoenix.
