NEWS FROM THE BRITISH COLONIES


BERMUDA

Shortly after his appointment as Governor of Bermuda, Lord Waddington, the former home secretary, agreed to judge the Miss Bermuda competition.

Dressed in his plumed hat, he presided over a choice of a white girl as the island's greatest beauty. Half of the audience walked out in protest. Her majesty's representative was immediately in trouble.

The plumed hat made everything worse. Was this the image that Britain wished to display to the world?

Confronted by mounting pressures on the public purse and a deep rooted hostility towards representative diplomacy, Douglas Hurd, the foreign secretary, will set out the case for britain's costly presence abroad in a speech to the Royal Institute of International Affairs at Chatham House.

The role of the representatives in promoting and defending britain's overseas interests are overshadowed by the Lord Waddington image of plumed hats, gold braid, chauffeured vehicles and high society parties.

The maintenance of the FCO, BBC, british council and ODA cost the british treasury £1.36 billion a year.


HONG KONG

Chris Patten, governor of Hong Kong, has stated that the outcome of talks between britain's foreign secretary and the Chinese government will not deter him from carrying through britain's legislative reforms for the island.

Of all of the remaining dependant territories in which britain has allowed the pretense that democracy and legislative autonomy exists, Hong Kong has been the most tightly controlled.

All of britain's remaining dependant territories have been calling for their independence. To date, however, the only territory that britain seems intent on encouraging and assisting towards independence is Hong Kong.


ANGUILLA

A report, written by a management consultant appointed by the ODA to the post of Superintendent of Offshore Finance, states that Anguilla will be the next big offshore center.

The Constitution Order 1989, forced upon the remaining dependant territories without consultation, took the control of offshore finance out of the hands of the local governments.

Reports written by ODA-hired consultants recommended that only qualified accountants, managers and lawyers from britain were capable of handling the lucrative offshore finance business.


TURKS & CAICOS

Mr. Wendal Swann, member of the local legislature has made a heroic effort to make the region aware of the way that justice is dispensed at the highest levels.

Late last year the legal system allowed a judge to sit in judgement on a case in which he had a vested interest.

It turned out that the judge was the chairman of the board of Cable & Wireless when he presided in a case brought against the monopoly utility. Despite public outcry, the judge was allowed to resign at the end of his contract and he was then replaced by his brother-in- law.

All efforts to remove the new judge have been thwarted as the new governor has informed Mr. Swann that although the two men are related, the british government has every confidence in the discretion of their chosen representatives.

Recently, there was a board of management formed in Barbados with all british representatives. Their job is to insure that the remaining dependant territories have their fair share of good governance.

Corruption and inefficiency run rampant in the colonial system of government. However, no charges of corruption are ever placed until local officials attempt to utilize the same system to accomplish stated goals.

Just who then are we to look to for examples to learn the art of good governance?


MONTSERRAT

The diplomatic representative from South Korea to Trinidad recently visited Montserrat.

His mission was to finalize agreements between the government of Montserrat and South Korea for Montserrat to take part in the South Korean exposition in August 1993.

At a press conference, the diplomat stated that Montserrat was the last of the OECS states to accept the invitation. South Korea, he said, understood the island's financial dilemma and would offer assistance for the booth that Montserrat is going to set up.

When asked why Montserrat was the last country to accept the invitation, the diplomat stated that due to Montserrat's colonial status, South Korea had to take the long, tedious route of going through england to get approval just to discuss the matter with Montserrat.

The head of the GIU, who appears to be Montserrat's new foreign relations representative, made a serious attempt to stop the diplomat from answering the question.


MONTSERRAT

The governor that ruled and controlled the affairs of Montserrat for the last three years has completed his tour of duty.

Because of a new policy by the FCO, whereby governors are now given a community-appeasement expense account, the governor was able to buy the goodwill of individuals, groups and organizations throughout the island.

With money to dispense at his discretion, the governor was able to persuade members of the community that he was the best governor Montserrat had ever seen.

It would appear that the recipients of the governor's largesse were simply unaware of this obvious ploy. The appeal to the mendicant syndrome long-ingrained in us was skillfully exploited by the governor to insure britain's objectives.

In an amazing display of their colonial mentality, media personnel from the newspaper, the local radio station, (audio) and the government information unit (video) outdid themselves in their efforts to ingratiate themselves and by extension, all Montserratians, with the colonial powers.

For the outside world, whose only view of Montserrat comes from the local newspaper, the shoes the man left behind will fit no one else. Those who heard the radio broadcast were left with the feeling that we were about to lose the most bene- volent master of our 300-plus years of master-servant relationship.

For those who saw the video, one has to wonder if the person we saw occasionally, as the two broadcasters outdid each other in their search for accolades, was a man or a demigod.

Public opinion, for the most part, is formed by what the media puts out. Those three media personnel should be aware of the fact that their actions only compel and reinforce in the minds of our people the slavish and colonial ways that insure england's hold on us mentally and physically.


MONTSERRAT

On the 16th of July 1993, Montserrat's new governor, Frank Savage, was sworn in. In his brief address, Mr. Savage brought per- sonal greetings from his queen to her loyal subjects in Montserrat.

He also informed us that he was here to "work tirelessly on behalf of Her Majesty the Queen and the people of Montserrat in order to uphold our constitution as we progress in coming years."

It would appear that Mr. Savage's priorities are no different from those of his predecessors. The constitution he plans to uphold grants executive authority solely to himself as britain's representative, to be exercised at his discretion.

This constitution to which he refers also mandates that Mr. Savage must promote and respect the realization of the right of self-determination in accordance with the provisions of the charter of the United Nations.

None of Mr. Savage's predecessors promoted self-determination. We hope that progress for him includes the active promo- tion of self-determination for Montserrat.

This would be more meaningful to us than the few colonial appeasement dollars spent via token donations to various community organizations which helps to perpetuate a mental state of dependency.

Where in this day and age does any country have the right to own another country and have total say-so in the determination of the destiny of its people?

It took your sons and daughters out of your arms.
The oceans choked with your children's bodies,
Your precious metals plundered.
Your children still captive in Azania,
And the Beast continues to ravish the world.
Great Lady, the Beast has turned your whole world against you,
And yet dear Mother your vitality still shines.
The Creator has heard the cries of your long suffering children, telling of rape, murder, lynching, degradation and dehumanization.
Their souls have survived, their prayers have been answered.
In each generation of bondage, great leaders have been granted.
Toussaint L'Ouverture, Nat Turner, Marcus Garvey, Emperor Haile Selassie, Jomo Kenyatta,
Kwame Nkrumah, Malcolm X, Angela Davis to Nelson Mandela.
One day, O grieving Mother, there will rise again another Moses to set them free.
He will Tell the lying Beast 666 "LET MY PEOPLE GO."
In that day Great Mother, there will be an overturning of the Earth.
Through the wars being waged Great Lady, your children will be victorious.
When that day comes you and your children will lift every voice and sing.
The voices of freedom will ring from every mountain top.
The Almighty Creator will comfort and repair the damage that has been done to your virtue.
And on that day will your children praise the Creator.

AFRIKAN NEWS

ABUJA, NIGERIA

The Economic Community of West Afrikan States (ECOWAS) plans to achieve a single monetary union and common currency in all its 15 member states by the year 2,000. Central bank members from all EcoWas states are to meet in Cotonou, Benin to discuss the coordination of monetary and fiscal structures.

EcoWas was founded on May 28, 1975, in Lagos, the former capital of Nigeria. Its current members are Benin, Burkina Faso, Cote d'Ivoire, Gambia, Ghana, Guinea, Guinea Bissau, Liberia, Mali, Mauritania, Niger, Nigeria, Senegal, Sierra Leone, and Togo.


GHANA, WEST AFRIKA

The gold mining industry has become the fastest growing industry in Afrika in the past year.

As the end of white minority rule in south africa draws closer, investors are scrambling for new areas in which to set up their control.

American and european investors are spending huge sums in their search for new gold fields. Ghana, Zaire and Zimbabwe have become the leading gold producers in the new expansion.


LONDON, ENGLAND

To celebrate Afrikan Liberation Day this year, the Pan-African Congress Movement (PACM) in england invited Dr. Leonard Jeffries to be their guest speaker. Dr. Jeffries, is under pressure from the american education administration because he made clear some basic facts about euro- peans.

He stated that they were "ICE" people meaning that their society was based on Individualism, Competitiveness, and Exploitation.

He went on to say, that these three foundation blocks of their society can only be accomplished through the three D's: Domination, Destruction and Death.

For three hours Dr. Jeffries educated his audience to the new realities of the awakening Afrikan.

His message was simple: we need a new Afrikan mentality for a new Afrikan world order.

Non-Afrikans have a plan for a new world order, and we as Afrikans, must have one too. It must be Afrikan centered and based on Afrikan values.

We can do this only if we take a serious and in-depth look into our past accomplishments to project where we can go as a united people in the future.


WELLESLEY, USA

Dr. Tony Martin, the accepted authority on the Jamaican born Afrikan nationalist, The Hon. Marcus Garvey, has recently published a new book: The Secret Relations Between Blacks and Jews.

The book claims that jewish merchants participated fully in the trans-atlantic slave trade and were in every way as brutal to Afrikans as their christian european partners.

For this book, the professor has come under intense pressure from the american jewish community and his description of his "Afrikans in Antiquity" course in the college catalogue has been changed.

Faculty members have also openly abused Afrikan lecturers and described Afrikan-centered curricula as "irrational."

Dr. Martin had this to say about the situation, "They must realise that slavery ended some time ago and even though some handkerchief heads will always be among us, the cozy paternalism of the civil rights era has run its course."

Any change in the relationship between Afrikans and europeans or jews will be based on respect. That respect, will entail reparations from both jews and gentiles for 400 years of unrequited toil. "The day of Afrikans reparations must come."


EEC, EUROPE

The european economic community, although not yet completely unified on all matters, has shown a remarkably unified front on the question of immigration.

In the last 3 months, france, germany and england have passed some of the most repressive laws on immigration.

In france, the new government came to power by telling its voters that if they won, they would solve the immigration problem.

In germany, riots have been going on constantly with immigrants taking the brunt of the suffering.

In london, Winston Churchill, the grandson of the war-time prime minister, called for "a halt of the relentless flow of immigrants, if british way of life is to be preserved."

It is ironic that his grandfather came to the Caribbean after the 2nd european war in 1945 to ask for Afrikans in the Caribbean to come to england.

Having taken such a beating during the war, england could not provide its industries with labour and welcomed the Afrikan from the caribbean to fill their cheap labour vacuum with open arms.

Today, all that has changed. Europe is united on the fact that they want no more immigrants in their countries and they are exerting every pressure they have at their command to get non-europeans to leave.


UNITED NATIONS

A report recently published by the United Nations drew attention to the fact that 500 years ago, due to europe's inability to feed itself, europeans overran the world.

In their greed for material gains and food, europeans destroyed and colonized cultures and countries.

Today, the people in those countries whose life's blood europe has sucked out are seeking improvement and development.

Who should they turn to, but the "mother countries" who have ravished them and gotten rich and affluent from that ravishment?

The report states that the industrial nations of the world are fearful of their population becoming minorities in their own land as immigrants from former colon- ies flood their countries.

The industrial nations acquired their riches by their callous and inhumane treatment of their fellow man who they enslaved and worked to death.

Today, they see no reason why they should give back some of what they stole in any form, to the descendants of those who suffered under them.
