NO TOXIC WASTE PLANT FOR MONTSERRAT

A press release was put out by the Ministry of Agriculture stating government's position on an issue that has caused more public reaction than the state of the economy.

The release reads: "A project proposal to recycle liquid waste from petroleum derived products, was presented to government.

The proposers outlined a set of procedures and a remediation process which they claimed would ensure that there was no environmental impact.

They were prepared to support their arguments by facilitating the observation of a similar plant in the U.S.A. and, subsequently, subjecting the proposal to an environmental impact assessment.

The U.S. plant was visited and the Environmental Impact Assessment was carried out.

The E.I.A. report was reviewed by the Caribbean Environmental Health Institute which submitted its comments to government.

The report and the review were then studied by a local committee which made its recommendations to government.

Government took a decision on January 6th, to reject the project and informed the proposers accordingly."

Any project with potential environmental impact, must survive the scrutiny of an environmental impact assessment and subsequent reviews before it could be accepted.

In the event that a project turns out to be marginal, a public forum would be held to discuss the issue and strengthen the decision making process."

During the time that the proposal was still alive, the Ministry of Agriculture and its environmental advisers were the only ones to make public their disapproval of the project.

Had the department not taken such a positive stand and insisted that the project be submitted to close scrutiny it is quite possible that the public would not have had the opportunity to voice their objections.

NATIONAL BEACH BEAUTIFICATION PROGRAM

The Beach Enhancement Committee recently launched the first phase of a national beach beautification program.

The committee is comprised of representatives from the Ministry of Environment, the Department of Tourism, the National Trust, the Rotary Club, the Public Works Department, the Ministry of Health and members of the private sector.

The program is focused on three beaches: Foxes Bay, Little Bay and Old Road Bay. According to reports, Old Road Bay is the beach that gets the most use.

THE PEOPLE'S HEALTH

The Ministry of Health has issued a projected health program for the nation. The review projects a time-frame for putting certain structures in place.

During that time there will also be open forums and education programs for those involved in the health sector and assessment of feedback from the general public.

One of the most disturbing statistic that is revealed in the report, is that the leading cause of illness in Montserrat is mental health.

According to the reports more patients visit the hospital and spend time in hospital beds for mental problems than for any other illness.

The eminent Caribbean psychologist and author Franz Fanon has shown quite clearly that there is a direct link between colonial oppression and the mental health of oppressed people.

GOVERNMENT MINISTERS AND CIVIL SERVANTS MEET

Government ministers first met with executives from the Civil Servants Association (CSA) and then met later with all the civil servants. The discussion that followed centered on the issuing of bonds in lieu of increments for the workers.

Some questions were raised about the government's commitment to the british to reduce the size of the civil service.

It would appear that the CSA has decided to adopt a wait and see attitude as the 1994 budget will soon be presented.

That budget will reveal the direction that government intends to take and will clarify all the double-speak that has been coming out of the mouth of the chief minister.

The CSA, more so than any other organised group in the country, hold the keys to power. If they are going to roll over and allow 4 people to continue to live well while the rest of the country continues its downhill slide then we will have very little choice but to continue to suffer until 1996.

If the CSA takes a positive and unified stance and the other organised groups in the country ally themselves to it there could very well be a 1994 election.

NO NEW PRISON FOR MONTSERRAT??

Inside information has disclosed that the british government has informed the local government that the funds for the building of the new prison are no longer available.

The money, five million pounds, had been earmarked specifically for the building of a new prison and could not be used for any other purpose.

There has been strong local protest about the proposed site for the new prison and the need for the type of prison projected.

The site chosen was insisted on by british officials despite the protests of the Town Hill Action Group.

At a recent meeting with the Town Hill Action Group, the chief minister told the gathering that he is now faced with two choices: taking the funds and building a new prison or getting a much smaller grant to rehabilitate the existing prison.

CABLE & WIRELESS CONTINUES TO DESTROY UNION

The local branch of Cable & Wireless continues to carry through its policy of unravelling the once powerful and united local union.

Despite support from telecommunication unions worldwide, the company broke off talks with the union and paid the workers on a performance-related scheme depite the union's objections.

Having done this, the company's public relations team then issued some company propaganda that gave the impression that the entire working staff agreed to and accepted the conditions of pay.

More recently, the company and the union's negotiator (MAWU) met and came to an agreement that left many of the workers highly agitated and some internal leaders frustrated.

A copy of a letter of support from the Postal Telegraph & Telephone International in Geneva, Switzerland reads as follows.:-

"Dear Mr. Poynton,

The PTTI has been following with great interest the negotiations between your company and our affiliate, the Montserrat Allied Workers Union (MAWU).

The most recent report from the union shows that Cable & Wireless is pursuing a strategy to de- unionise the company in Montserrat.

The PTTI supports MAWU's rejection of proposals that will erode employment security and salaries of Cable & Wireless workers. Specifically, we cannot accept Cable & Wireless' insistence on imposing unilaterally individual contracts and so-called performance related pay.

MAWU members have been patient for over six months. The failure of Cable & Wireless to bargain in good faith and its attempts to impose conditions on the union and its members will damage the already tarnished image of the company throughout the world.

The PTTI on behalf of the 4.5 million communication workers in the 113 countries around the world that stand ready to support MAWU mem bers, urges to immediately re-open negotiations with the union in order to conclude an agreement on the unions justified claims."

Yours Sincerely Philip Bower General Secretary

COMMENTARY FROM THE PUBLISHER

What is going on inside of Cable & Wireless can be traced directly to workers apathy, and the cowardice and greed of local management, individuals in good positions wholly satisfied to line their pockets at the expense of their fellow workers.

The apathetic approach of the workers in looking about the affairs that contribute to their well-being, their lack of awareness and concern, their inability to unify and take a stand, the treachery of their shop stewards and their lack of action in the removal of the traitors all play a part.

Connect that to a policy that is bent on union busting and local managers that are willing to assist and you have the ongoing saga of Cable & Wireless.

BERNIE GRANT IN ANGUILLA

The british MP, Bernie Grant, was in Anguilla recently. In an interview with Radio Antilles, Mr. Grant said, "I'm here to have a look at the position with regards to Anguilla and the british government.

The british government is apparently taking a different line, a new line with Anguilla because Anguilla hasn't become independent."

It seems as though they are going to apply some pressure in various quarters to try and push the people to independence.

I am down here at the invitation of the Anguilla Democratic Party to try and find out what's happening and then go back and meet with the ministers in london."

PUBLISHERS COMMENT

The Pan-Afrikan Liberator hopes that Mr. Grant had a well deserved vacation. It is quite obvious that he stepped into a situation with which he is unfamiliar.

He is quite correct in stating that the british have taken a new line with all of its colonies. Pushing them to independence, however, is a conclusion that can only be drawn if one recognises that no people with any degree of self awareness would allow themselves in this present day and age to be subjugated to the colonial oppression of the british.

Based on the present conditions and colonial imposition the only option for the colonies is independence.

ST. KITTS GETS A MINORITY GOVERNMENT

The twin-island state of St.Kitts/ Nevis held elections recently. The results from the 11- seat electorate gave 4 seats to the incumbent Peoples Action Movement, 4 seats to the Labour Party, 2 seats to the Concerned Citizens Movement and 1 seat to the Nevis Reformation Party.

In such a situation, the governor general, guided by the constitution must make the decision as to who will lead the nation.

PUBLISHERS ANALYSIS OF REGIONAL CONSTITUTIONS

The problem is, that most of the constitutions in the region simply replaced the colonial authority of the governor with local authority in the name of a governor general.

The result is that the choices that the governor general has are so ambiguous that he can in effect do anything he pleases.

The entire region, with few exceptions, continue to suffer from the malaise of colonial inheritance.

Throwing off our colonial overlords is just the first step along the path on our way towards independence.

Creating viable systems that work for us because they look at our realities should be the next phase.

Unfortunately, our present crop of leaders are too caught up with their individual accomplishments. Exposure to european education at the university level has given them european minds.

They have not shown the ability or the will to pay back their people for the sacrifices that made it possible for them to spend 20 years or more in institutes of learning.

They are fully aware that the system they have inherited does not work for the masses.

Maintaining the status quo while pretending to do things has been perfected by them.

We need new leaders that can relate to our expanding awareness. Truths that have been hidden from us have now come to light. The fallacies that the european education system continue to espouse are no longer acceptable.

New conclusions are being drawn daily. New leaders must emerge to put these new realities into proper perspective.

OFFSHORE FINANCE, TELECOMMUNICATIONS AND THE REMAINING DEPENDENCIES

by Cudjoe Browne

Western christian civilisation is built upon the right of an individual to accumulate as much material wealth as he can.

The society has been socialized to accept those who have huge monetary assets as stalwarts of the community.

The morality of the acquisition is very rarely an issue.

The finances generated through illegal activity worldwide, and those generated by industrial corporations are almost on par.

The illegal sale of weapons of destruction and the traffic in drugs match the monies generated through the trading of gold and oil on the world markets.

The illegal generation of money is not taxable in the countries where the illegal activities take place.

Recognising the huge financial loss that they were taking, governments began to put stricter banking laws in place.

In order to escape these rules, certain countries established banking havens that allowed huge sums of money to be deposited without question.

Banking systems in britain, luxembourg, switzerland, the netherlands and germany, with the use of teletype and telex technology, established an infrastructure that allowed those funds to be easily moved around the world.

This movement soon became traceable and it became apparent that funds were being laundered through established banking institutions.

A much longer paper trail was needed in order for the funds to reach the established banks without the taint of an illegal connection.

A new banking system then emerged. The Off Shore Finance system was created.

Banks that played no part in the internal dynamics of the country they occupied, created solely for the purpose of giving an electronic bank a name and an address in a specific place.

To create this untraceable maze, three main ingredients were needed: enough places around the world to establish these off shore addresses, a fully integrated comm- unications system and established banks capable of managing the funds when they finally arrived.

The established banks were already receiving the funds. The communication system with its monopoly of teletype and telexes was already also integrated.

Enter now, the colonies of england scattered around the world and all the pieces fall into place.

The islands off the coast of england and the crown colony of Hong Kong, along with tiny islands in the south pacific, soon became fully linked through the british controlled communications system of Cable & Wireless.

As early as 1975, P. Austin Bramble was projecting Off Shore financing as a source of income for the british colony of Montserrat and in 1978 the creation of an off-shore zone played prominently in the PDP manifesto.

Until the FAX machine became as easily available as a calculator, british banks, british lawyers, british accountants, british colonies and Cable & Wireless enjoyed a virtual monopoly on the laundering of hard-to-trace monies around the world.

The traffic in drugs alone generates one hundred billion dollars a year worldwide. That money has to be laundered in order for it to re-enter the money cycle as clean money.

With the advent of the FAX machine many more players have entered the market.

However, experience, colonies, and a communications system that is so finely interwoven with british foreign policy has allowed the well-established british infrastructure to maintain a fifty percent share of all the money laundered in the world.

It is not by chance that the organisation that created the greatest off-shore banking scandal in the world, BCCI, had its headquarters in London.

BCCI's backers proved to be one of the oldest and most established british banks.

Members of parliament were fully aware of BCCI's illegal activities for more than two years before the scandal broke.

It is also not by chance that the chairman of the board of Cable & Wireless was one of the highest ranking members of the Thatcher administration.

The british colony of Hong Kong has more legal and illegal money passing through it than any known financial system in the world today.

Cable & Wireless boasts of having the most technologically advanced communications system in the world.

The jewel of that system is located in Hong Kong.

The only other place in the world, according to Cable & Wireless, that will have a system to match the one in Hong Kong is Montserrat.

Hong Kong, unfortunately for those people involved in the laundering of money, reverts to China in three years.

This fact has long been public knowledge. It is not a surprise announcement.

The british government through the FCO, Cable & Wireless and the white-collar class that make such a lucrative and easy living laundering money have had a long time to plan the shifting of their base from Hong Kong to the Caribbean.

Here are some of the conditions that have been imposed on the remaining colonies since the 1997 return of Hong Kong to China became public knowledge:-

The 1971 Immigration Act.

The abrupt cut off of the associated statehood system before all colonies could take advantage.

The luring of local legislators in the remaining colonies into the belief that they had internal autonomy without any legal authority.

The scandalising of local leaders for supposedly corrupt acts that took place with governor's approval.

The direct take over of colonial administration.

The huge influx of white collar expatriates into the BVI, Turks & Caicos, and the Caymans.

The total control of the off shore industry in Bermuda, the BVI, the Turks and Caicos and the Caymans by british expatriates.

The controlled destruction of local economies.

The influx of white expatriates into small local business vacuum created by above.

The withholding of aid to rebuild health and education structures after Hugo.

The administrative destruction of local building contractors.

The old boy's club of british contractors now doing the rebuilding and reaping all the aid funds.

The grant of special monies to governors to buy influence and goodwill in the colonies.

The change in the background of the governors.

The introduction of a regional justice system controlled by an old boy's club of british judges.

The return of british civil servants at the head of every civil service department.

The imposing of british police on the land and sea force of the colonies.

The direct control of local militia by the Irish Guards.

The introduction of a PVP school system that heavily emphasizes how to be a more efficient servant.

The writing of a country policy plan that emphasizes the creation of expatriate management teams, tourism with the locals playing subservient and grateful hosts and a financial offshore system linked to Hong Kong expatriates and run by british lawyers and accountants.

Huge investments by Cable & Wireless that local phone use can never repay.

None of these acts happened haphazardly. Each followed a specific time frame and was designed to have a specific effect.

All of these are foreign policy acts imposed upon the colonies for the benefit of the "mother" country to the detriment of the local populace.

The remaining colonies of britain are becoming small but well oiled cogs in the communication and economic machinery.

The local populace are, in the words of a former governor of Montserrat,

"descendants of afrikans who were brought here as slaves and who are now occupying her majesty's lands."

There will be no governor fighting to change the existing constitutional status.

If current leaders do not have the will to reject british policies that are detrimental to the people they are supposed to represent then the people must speak for themselves.

Independence is a moral, historical and economical necessity. The right to determine one's destiny is a basic fundamental human right.

Colonialism is just a more refined way of keeping people enslaved. The continued application of traditional colonial authority is an affront to the dignity of the people.

Those who are still willing to exercise colonial authority show quite clearly that the mentality that their forefathers crawled out of europe with in the fifteenth century is alive and well.

HONG KONG

Chris Patten has been making a lot of loud noises for a very long time. He has been telling all who would listen that regardless of China's position, he was going to radically change Hong Kong's legislative system.

The Hong Kong legislature recently passed a bill that was the weakest of all possible choices available to them.

For all their bluff and bluster, britain must stay on the good side of China.

Hong Kong is the financial center of the largest creation of wealth that the present world has seen.

The economic explosion that will come through the infrastructure set up in Hong Kong will be greater than any established anywhere in the world.

The british government is fully aware of how lucky england is to have the Hong Kong connection.

All governments in the industrialized western world are doing their utmost to establish themselves on the Chinese mainland.

Without much fanfare, China has taken her place on the global scene.

ENGLAND
REPARATIONS AND REPATRIATION

The International Social Services, a little known government department in england, has been receiving more and more inquiries since the reparations and repatriation movement gained popularity in england.

The ISS was created in 1971 as a part of the Immigration Act. The department was never given wide media publicity.

The rules, regulations and qualifications that cover ISS assistance have proven to be a major stumbling block to the sector of the society in england that is seriously seeking a way out of the country.

AFRIKAN HISTORY

If mankind originated in Afrika, it was necessarily negroid before becoming white through mutation and adaptation at the end of the last glaciation in Europe in the Upper Palaeolithic.

It is now more understandable why the Grimaldian negroids first occupied Europe for 10,000 years before Cro-Magnon Man, the prototype of the white race, appeared around 2000.

Universal knowledge runs from the Nile Valley towards the rest of the world, in particular toward Greece which served as the intermediary.

As a result, no thought, no ideology is foreign to Afrika which was the land of their birth.

Egypt was the cradle of civilisation for 10,000 years while the rest of the world was steeped in barbarism.

Cheikh Anta Diop, Civilisation Or Barbarism

Since there is overwhelming evidence that the human race originated in Afrika then all mankind has an Afrikan ancestry.

John G. Jackson, Man God and Civilisation.

There a people now forgotten discovered while others were yet barbarians, the elements of the Arts and Sciences.

A race of men now rejected for their black skin and woolly hair founded on the study of the Laws of Nature, those civil and religious systems which still Govern the Universe.

This Race of Blacks is the very one to which we owe our Arts, our Sciences, and even the use of the spoken word.

Count C.F. Volney, Ruins of Empire.

DID YOU KNOW ???

Afrikans developed the calendar that is in use today more than 12,000 years ago.

The First european civilisation?? The Greeks, studied Science, Medicine, Mathematics and Civil Law from the Afrikans in North Afrika.

At that time, the pyramids and the sphinx were over 3,000 years old.

The Greeks were not the authors of "Greek Philosophy." They translated the written works of the Egyptians after Alexander captured Egypt.

The world's first documented multi-genius was Imohotep. He was an Egyptian who lived 5000 years ago.

He was a Doctor, a Lawyer and the architectural designer of the step pyramid.

The word Chemistry comes from the Arabic word Alchemy which is the study of all the sciences.

This word, Alchemy, means of Khemy. Khemit (the land of the Blackman) was the Afrikan name for the land now called Egypt.

Alchemy which is the study of all the sciences is in effect the studies of the people of Khemit.

The Dogons, a nation of people living in West Afrika, can map out the Sirius star system, showing stars that are invisible to the human eye.

They have perpetuate and passed on this knowledge for more than 2000 years.

The space program was able to view this star system faintly for the first time in the 1970's.

George Washington Carver, (1860-1943) born a slave, was a genius in agricultural chemistry.

He discovered how to make 325 products from the peanut, 118 products from the sweet potato and established much of the research that laid the foundations which paved the way in the food and agricultural sciences.

THE PHILOSOPHY OF MARCUS GARVEY

RELIGION is one's opinion and belief in some ethical truth.

To be a christian is to have the religion of Christ, and so to be a believer of Mohammed is to be a Mohammedan but there are so many religions that every man seems to be a religion unto himself.

No two persons think alike, even if they outwardly profess the same faith, so we have as many religions in christianity as we have believers.

Wake up AFRIKA! let us work towards the one glorious end of a free, redeemed and mighty nation. Let AFRIKA be a bright star among the constellation of nations.

The only protection against INJUSTICE in man is POWER - Physical, Financial and Scientific.

EDUCATION is the medium by which a people are prepared for the creation of their own particular civilisation, and the advancement and glory of their own race.

NATIONHOOD is the only means by which modern civilisation can completely protect itself.

Independence of nationality, independence of government, is the means of protecting not only the individual but the group.

Nationhood is the highest ideal of all peoples.

Be as proud of your race today as our fathers were in the days of yore.

We have a beautiful history, and we shall create another in the future that will astonish the world.

We are moving from one state of organisation to another, and we shall continue until we have thoroughly lifted ourselves in the organisation of GOVERNMENT.

The world ought to know that it could not keep 400,000,000 now closer to 850,000,000 Negroes (Afrikans) down forever.

There is always a turning point in the history of every race, every nation, of all peoples, and we have come now to the turning point of the Negro (Afrikan), where we have changed from the old cringing weakling, and transformed into full grown men, demanding our portion as MEN.

LEADERSHIP means everything: PAIN, BLOOD, DEATH.

Let AFRIKA be our shining star - OUR STAR OF DESTINY.

NEWS FROM AFRIKA

LIBERIA

Peace in Liberia continues to be dream. Elections were supposed to take place in February.

This is in doubt as Amos Sawyer continues to play the puppet to external forces.

Against the wishes of the Interim Government, Amos Sawyer has sacked the chairman, Bismark Kuyon, for supposedly offering too many cabinet posts to the two opposition parties.

A "new" guerilla army has emerged in Liberia attacking Charles Taylor's forces from behind.

NIGERIA

A campaign that has been going on for the past five years is finally beginning to bear fruit.

Afrikan countries have been demanding the return of their cultural artifacts that were "looted" from them during the colonial era. The countries of britain, france, the vatican, the usa, canada and germany are the ones said to be holding the most of these treasures.

Every museum in europe houses artifacts that were taken out of Afrika.

Many of the treasures from the time of Pharonic Egypt were sold to the highest bidder by the arabs who imposed themselves as the ruling class in Egypt during the Islamic movement.

The arabs have shown no cultural or historical affinity to Egypt. Since their occupation of Egypt they have been responsible for the deterioration and depletion of Afrikan treasures in Egypt.

The nose of the Sphinx was discovered by Cheikh Anta Diop in the basement of the british museum since the 1970's.

Despite protests and requests, it is still in that basement.

Andrew Hamilton, a spokesman for the british museum, has stated:

"There are no agreements for the restitution of objects.... the museum has no intention of returning anything."

EGYPT

A museum dedicated to NUBIA is to be built in the tourist resort of Aswan. This project has been in the pipeline for over thirty years but has not been a government priority.

The Nubian people who occupied the Aswan region were displaced from their lands by the government in the sixties to make room for the Aswan dam.

The research of Afrikan scholars have proven beyond a shadow of doubt that the civilisation in Egypt that brought knowledge to the western world was Afrikan.

NUBIA means BLACK. Afrikan scholarship has also brought to light the fact that civilisations in Nubia to the south of Egypt preceded Egypt.

Nubian civilisation is older than Egyptian civilisation. Egyptian civilisation is an outgrowth, expansion and extension of Nubian civilisation.

European scholarship has attempted since 1830 to change the ethnicity of the Egyptians.

For over one hundred and sixty years they have been able to misrepresent history and keep themselves deluded.

As the delusion became harder to enforce they took Egypt out of Afrika and put it in a non-existent middle east.

Tourism, is a major part of Egypt's foreign earnings. This makes a new museum a necessity.

ETHIOPIA

A meeting was held in Addis Ababa by the members of the Organisation of Afrikan Unity (OAU) to work out a plan for the continent to have its own peace-keeping force.

Speaking to the Foreign Ministers of the 52-member body, Seyoum Mesfin the Foreign Minister from Ethiopia said, "The major problem we have is related to the lack of the necessary political will to see to it that our financial obligations are met for the organisations that we set up."

The OAU met in Cairo in June for their annual meeting and decided that the region should police its own backyard.

The OAU Secretary-General Salim Ahmed Salim closed the session with this statement,

"We should devise ways of equipping the newly created mechanisms for conflict prevention, management and resolution with efficient financial equipment and human resources to fulfill the mandate entrusted to it."

The OAU was created for the purpose the name implies: UNITY.

COMMENTARY

As the great Afrikan thinker Cheikh Anta Diop has written over and over in so many of his books the unification of Afrika must precede any other form of organisation.

Until the leaders of the 52 states are willing to come together and speak about sacrificing some local autonomy in deference to a federated state all organisations are doomed to failure.

The longer Afrikan states remain locked into the false colonial boundaries that they inherited, the greater the possibility that Afrika will become another South America.

SOMALIA

Food is the weapon that america used to destabalise Somalia.

In the late seventies, Somalia under Siad Barre, signed a defence pact with america giving the usa air and naval facilities for the usa's rapid deployment force.

From that point on, food flooded into the country as a propaganda tool. Ethiopia had allied itself to russia.

Food prices were depressed making it unprofitable for farmers to produce and disrupted the system of food production in Somalia.

The nation's food supply now came under the control of officials at the port of entry.

Barre's supporters became rich marketing the food aid. By 1987, Somalia was experiencing famine.

The food aid had disrupted the production of food and by 1988, internal opposition to Barre's government displaced even more people from the land.

In 1990, the famine reached its peak. At that time, however, the ideological war between russia and america ended.

No longer needing food as a means of propaganda in the region, america halted its food aid program to Somalia at the height of the famine.

In 1991, Siad Barre became expendable. The american military presence was withdrawn and the Barre regime collapsed.

Central authority collapsed and chaos ruled Somalia. From this point on, all western aid agencies disassociated themselves from Somalia.

According to UN reports and reports coming from aid agencies food was not the problem when america invaded Somalia.

Today, for sure food is not the problem in Somalia. However, america presently continues to flood Somalia with food.

All of the information above was available when america started its propaganda program to prepare the world for its invasion of Somalia on humanitarian grounds.

American intervention in Somalia has never been motivated by a humanitarian concern with the plight of the Afrikans who live there.

It has always been about the establishment of its industrial or military authority on the world stage.

Foresight it is said is better than hindsight. In reality both are related and closely linked.

Those with the ability to discern and the strength to speak, stated clearly that america's invasion of Somalia had no humanitarian motives.

Today, those who prefer to wait and see have come to the same conclusion.

America's present mission in Somalia has to do with the economy of america's oil industry and its military strategy for control and domination of the world's resources.

SOUTH AFRIKA
TRANSITIONAL EXECUTIVE COUNCIL (TEC) IN PLACE

South Africa has put in place a TEC to oversee the run up to April elections. The western media has given the impression that this is the end of minority foreign rule in South Afrika.

This, however, is not the case. Until the April elections become a reality, the minority ruling National Party maintains full control of the affairs governing South Africa.

After the April elections becomes a reality a government of national unity will rule until 1999. The 1999 elections will bring majority rule.

NELSON MANDELA AND THE ANC DOUBLE TALKS

Depending on who he is speaking to, and where he is speaking Nelson Mandela says different things.

Speaking in a township to local people he said of DeKlerk:-- "I have not seen any head of state in the world allow his people to be slaughtered ... If he is concerned only with the interests of whites, we do not want him in the government at all."

Speaking in a city to businessmen he said:-- "I want him to be in government, but I want him to serve under a black president."

The present agreement calls for a president and two deputy presidents after the April 27th, election.

The president will be elected by the national assembly. The party with the most votes will elect the first deputy president.

The one that comes second elects the other deputy president.

The ANC has been playing a game nationally and internationally. Whatever their representatives believe their listeners want to hear, that is what they say.

Reading the ANC's manifesto, there is one glaring difference that appears between the ANC's and the other twenty plus opposition parties that have been branded as radical.

The ANC's leaders tell all who listen that they are willing to share their country with the people who kept them in slavery and who used them as beasts of burden for more than 350 years.

To make their manifesto work, the ANC will not be able to satisfy the twenty million Afrikans and the four million foreign occupiers.

WINNIE MANDELA REGAINS POSITION ON ANC EXECUTIVE

During Nelson's 27 year prison sentence, Winnie Mandela kept the ANC in the medias eyes locally and internationally. To the ruling National Party she was public enemy number one.

With the release of Nelson, those jockeying for power and control of the ANC also made her their enemy.

Despite all attempts by both sides to destroy her character and image, Winnie Mandela has survived.

In a recent election Winnie Mandela defeated the wife of Walter Sisulu to regain a seat on the ANC's ruling executive.

The huge grass roots support that Winnie has from the women and the youths make her a force to be reckoned with in the upcoming elections.

A recent attempt to assassinate Mrs. Mandela was stopped by her bodyguard John Lawrence who lost his life saving the lady called affectionately by her followers the Mother of the Nation.
