BOROUGH OF EAST STROUDSBURG
POLICE DEPARTMENT
BY LAWS
ARTICLE I: PURPOSES
 

SECTION 1: The purposes of the East Stroudsburg Neighborhood Crime Watch are:

a. The prevention of crime.

b. Greater awareness of crime.

c. Reporting of suspicious activities.

d. Promote neighborliness by encouraging neighbors to observe the
property of others.

e. Serve as a network through which the police department can collect information on crime.

f. Provide an opportunity for individual Crime Watch units from across the Borough to join together in the prevention of crime.

 

SECTION 2: The purposes of the East Stroudsburg Neighborhood Crime Watch are promoted through meetings, projects and programs directed towards the general public.
 

ARTICLE II: BASIC POLICIES

The following are the basic policies of the East Stroudsburg Neighborhood Crime Watch:

a. The name of the East Stroudsburg Neighborhood Crime Watch will not be used to promote a concern or interest unless approved by a majority vote of the officers.

b. The name of any members of the East Stroudsburg Neighborhood Crime Watch will not be used in their official capacity to promote a concern or interest unless approved by the member and by a majority vote of the officer.

c. The organization may cooperate with other organizations and agencies concerned with crime prevention but persons representing the organization in such matters shall make no commitments that bind the organization unless previously approved by a majority vote of the officers.
 

d. No part of the next earnings of the organization shall be given for the benefit of its members, officers or any other person except to pay reasonable compensation for services rendered and to make payment in line with the purposes of the organization as set forth under Article I.
 

e. Any materials or equipment provided by the Borough of East Stroudsburg will remain the property of the Borough of East Stroudsburg. All materials or equipment must be returned to the Crime Watch should any member end their association with the East Stroudsburg Neighborhood Crime Watch or should the member no longer follow the Purposes and Basic Policies as stated in Article I and Article II.

f. Misuse, misrepresentation or defacing of materials or equipment provided by the Borough of East Stroudsburg is strictly prohibited. The Crime Watch reserves the right to demand return of materials or equipment.

g. Upon the dissolution of this organization, after paying or adequately providing for the debts and obligations of the organization, the remaining assets shall be distributed to one or more non-profit, foundations, or organizations approved by a majority vote of the officers.

ARTICLE II1: MEMBERSHIP

Section 1. Membership in the organization shall be made available to residents of the Borough of East Stroudsburg without regard to age, race, sex, color, creed, or national origin.

Section 2. Members may be enrolled at any time of the year.

Section 3. Members may belong to the Crime Watch even though they do not belong to a local Crime Watch Unit.

ARTICLE IV: OFFICERS AND THEIR ELECTION

Section 1. The officers of this organization shall consist of a president, vice president, treasurer, and secretary.

Section 2. Nomination of officers will be held in the month of July. Nominations must be seconded by a coordinator or officer. Otherwise the nominations null and void.

Section 3. Only those persons who have signified their consent to serve if elected shall be nominated for or elected to an office.

Section 4. Officers shall assume their official duties following the close of the meeting in August and shall serve for a term of 1 (one) year or until their successors are elected.

Section 5. Officers shall be elected by ballot of local unit coordinators and Crime Watch Officers in the month of August.

Section 6. A vacancy occurring in any office shall be filled for the unexpired term by a person elected by a majority vote of the officers of the Crime Watch.

ARTICLE V: DUTIES OF OFFICERS

Section 1. The president shall preside at all meetings of the organization and meetings of the officers. The president shall have the right to vote at all meetings. The president shall coordinate the work of the officers and committees of the organization in order that the purposes of the organization be fulfilled.

Section 2. The vice president shall act as an aide to the president and shall perform the duties of the president in the absence of or inability of the president to act.

Section 3. The secretary shall record the minutes of all meetings of the organization and shall perform such other duties as may be delegated to me. Shall be responsible for making phone calls when deemed necessary.

Section 4. The treasurer shall have custody of all of the funds of the organization, shall keep a full and accurate account of receipts and expenses, and shall make payments as designated by the organization. The treasurer shall present a financial statement at every meeting of the organization and at other times when requested by the officers. The treasurer shall be responsible for the maintenance of the books. Checks must be signed by 2 (two) of the above officers.

Section 5. Officer shall attend work sessions and public meetings during the year. A majority of the officers shall constitute a quorum at work sessions.

ARTICLE VI: MEETINGS

Section 1. At least 4 public meetings will be held during the year. Dates of the meetings will be determined by the officers. Seven days notice will be given of a change of date.

Section 2. Special meetings of the organization may be called by the president or by a majority of the officers, 2 days notice having been given.

Section 3. At least 6 work sessions will be held during the year. Dates of the work sessions will be determined by the officers.

Section 4. Six members shall constitute a quorum for a public meeting.

Section 5. Local Crime Watch units are recognized by the Borough of East Stroudsburg Police Department can designate up to two delegates to attend public meetings. Designated delegates will have the right to vote.

Section 6. A Local Crime Watch is recognized by the Borough of East Strouds-burg Police Department as an active crime watch if the group meets at least four times a year and keeps minutes of their meetings.

Section 7. A copy of these bylaws shall be made available at every meeting of the organization.
 

ARTICLE VII: COMMITTEES

Section 1. Only members of the organization shall be eligible to serve in any elective or appointive positions.

Section 2. The officers may create such committees as it may deem necessary to promote the purposes of the organization.

Section 3. The chairman of each committee shall present a plan of work to the officers for approval. No committee work shall be undertaken without the consent of the majority of officers.

Section 4. The president shall be a member ex officio of all committees except the nominating committee and the election committee.
 

ARTICLE VIII: RELATIONSHIP WITH LOCAL CRIME WATCH UNITS

Section 1. To continue membership in the Crime Watch, volunteers must adhere to the Purposes and Basic Policies of the East Stroudsburg Neighborhood Crime Watch as stated in Articles I and II.

Section 2. Everyone agrees to follow the attached Neighborhood Patrol Policy and made a part of the By-Laws. Anyone who does not follow this policy will be asked to resign from the Crime Watch.

ARTICLE IX: AMENDMENTS TO BYLAWS

Section 1. These bylaws may be amended at any public meeting of the organization by a two-thirds vote of the Block Captains and officers present and voting, provided that notice of the proposed amendment shall have been given at least thirty (30) days prior to the meeting at which the amendment is voted upon.
