Our office provides various services throughout the Commonwealth of Pennsylvania. Pennsylvania State Constables are the law enforcement arm of the State-wide District Court System. Our particular office serves District Courts 05-2-17 and various District Courts in Western Pennsylvania. The State Constables assigned to our office, primarily operate in the South Hills area of Pittsburgh and Allegheny County, but travel throughout Pennsylvania when required.

The main responsibility of our office is to apprehend fugitives, and warrant suspects. The State Constables assigned to this function work in plain clothes and investigate and apprehend wanted persons 24 hours a day. Our office makes over 1300 warrant arrests annually. Another aspect of warrant service is the collection of outstanding fines owed the court through the execution of summary arrest warrants. Our office directly collects over $150,000 in outstanding fines annually.

A secondary function of our office is to serve civil process for the District Court System. This includes the responsibility of landlord-tenant matters, which include the service of Landlord-Tennant Complaints and Orders of Possession, as well as executing evictions. Another duty included in this function, is the service of subpoenas for civil court cases. Our office also serves Pennsylvania’s Family Courts. This includes the service of Protection From Abuse Orders, divorce papers, and subpoenas for Family Court cases. We also perform service for private attorneys and law firms throughout the Commonwealth.

The third main duty of our office is prisoner transportation and courtroom security. Our office has the responsibility of safely transporting defendants from jail to their hearings. Our office is also responsible for the security inside the court facility. This includes, the protection of District Justices and their staff, the Assistant District Attorney, defendants, witnesses, and members of the public present in the District Justice Office.

Aside from the abovementioned court duties, our office provides uniformed and plain clothes State Constables to patrol businesses and special events in our area on an as needed contractual basis.

Professionalism in our office is achieved through training and education. Each Constable in our office has received over 688 hours of training, and is certified by Act 44 (Constable Education and Training), Act 120 (Municipal Police Education and Training), and Act 235 (Lethal Weapons Training). All of our Constables are also required to attend at least 56 hours of continuing education courses annually. Each Constable in our office is supplied with the latest in law enforcement equipment. Our Constables qualify annually with the Glock semi-automatic handgun in .40 caliber. Our Constables are also required to qualify with the Mossberg shotgun, which is carried in each of our vehicles. In 2001, our office picked the 2001 Chevrolet Impala as our primary vehicle. Additionally, Constables in our office are trained and certified to carry Phase IV O.C. spray. Our office also operates its own radio system to provide reliable communications to our Constables. Our radio system consists of a countywide repeater channel, as well as a simplex tactical channel for our exclusive use. In addition our Constables have the ability to communicate on most law enforcement agency's channels in Allegheny County. Each Constable in our office is supplied with a Motorola portable radio, and each of our vehicles is equipped with a Motorola mobile radio. In the year 2002, our office was linked to the South Hills Motorola Premire M.D.C. system. This is a mobile computer system which links over 25 law enforcement agencies, and thier dispatch centers in Allegheny County.
