Cambodian Student Association of Houston Constitution


Purpose:
The purpose of the Cambodian Student Association of Houston is to cultivate an educational environment within the Cambodian society and to assist, enchance and preserve the Khmer culture. These objective include:

  1. Helping Cambodian students to achieve higher educational standard and to maintian academic excellence.
  2. Enhancing understanding and participation within the Cambodian community through communication and socialization.
  3. Preservation of Khmer language, tradition, and customs through utilization and conservation.


Article I: Memebership

  1. Membership is open to all college/university students, alumnus and all high school seniors.
  2. In order to receive the benefit of the membership, there will be a fee of $5.00 per semester.
  3. Only members that pay the membership fee and participate in some activities are considered voting members.
  4. CSAH also offers scholarship to members and non-members based on qualifications and financial needs. Attention!!! Scholarship applications are completed. If you are interested, print out the application and send completed application to us.
Article II: Officer
Candidacy Requirements:
  1. In accordance with the University of Houston policy all officers must be currently enrolled in the University Park; however this policy does not prevent co-office for the following: (1)vice-president (2)secretary
  2. All positions are open to all active members.
  3. All candidates for any offices must be Cambodian or a descendant of a Cambodian.
  4. The candidates for the office of the president and vice-president must be able to speak khmer.
President Requirements:
  1. The duties of the president includes the following: (1)calling all club meetings (2)presidents over all meetings (3)preparing all agendas for the meetings (4)co-ordinating the activities of the various communittiees (5)performing all duties that will help to promote the club
  2. The president shall have the power to appoint the vice-president of his/her choice.
  3. The president may appoint the various committee chairpersons with the consent of the voting members.
Vice-president Requirements:
  1. The vice-president is appointed by the president.
  2. Vice-president duties are as follow: (1)co-ordinating the activities of the various committees (2)giving assistance to the president whenever there is a need (3)assisting the president in running the club
  3. In the absence or disability of the president the vice-presidnet shall perform all the duties and exercise the powers delegated to the president.
Secretary Requirements:
  1. The secretary is elected base on the majority of the vote
  2. The duties: (1)taking notes at all the club meetings (2)keeping all records of the organization activities, membership status and the club transactions (3)carrying out all correspondence as may be necessary in performing his duties (4)giving notice of all the meeting (5)contacting all active members in the case of an emergency meeting (6)giving notice to members
  3. In the absence of the president and vice-president the secretary shall inherit all those powers delegated to both offices.
Treasurer Requirements:
  1. The treasurer is elected base on the majority of the vote.
  2. The treasurer has the responsibilities of: (1)keeping all the club financial records and monetary transactions (2)reporting all transactions to be taken place to the president or vice-president for consent except in the case of an emergency (3)reporting the current balance and previous transaction at every meeting
  3. The treasurer must come up with the ideas for fund raising.
Article III: The Committees
  1. There shall be two different types of committees; a standing committee and a non-standing committee.
  2. The standing committees are permanent commitees which include: (1)Budget Committee (2)Election Committee (3)Impeachment Committee (4)Newsletter Committee (5)Networks Council Committee (6)Culture/Dance Committee (7)Recreation Committee
  3. The non-standing committees are those committees that are only formed when there is a need and dissolve when the crisis no longer exist
  4. The function of the committees is to carry out all the necessary activites in performing a given task
Article IV: Advisors
  1. Advisors are choosen because of their commitment to the advancement of the Khmer culture.
  2. Advisors should be picked base on the pluralistic view that will benefit the club.
  3. These individuals must be willing to commit time, effort and energy to help further the club's cause.
  4. Advisors will be asked to contribute their professional expertise, advice and counseling whenever the need arises.
Article V: Meeting
Meetings are held monthly, otherwise as many as considered necessary by the officers and the members.

Article VI: Elections
  1. Elections are held annually in the third week of April
  2. Candidates shall be chosen from applications and nominations made from the floor
  3. Candidates are elected base on the majority of vote by the voting members present at the election and through absentee voting.
  4. Absentee voting can be done one week in advance with the secretary and is placed in a sealed envelope to be counted on election day
  5. Ballots are counted on the electioin day by the Election Committee which is composed of advisors.
Article VII: Impeachment
  1. All officers can be removed from office if they fail to perform a satisfactory job or when they are absent three times from the club's meetings.
  2. Impeachment process:
    1. In order to bring an officer to trial there must be at least three members who bring about the charges.
    1. Charges will be read to the Impeachment Committee which is made up of advisors, committee chairs, and two other officers, excluding the individual being charged.
  3. The officer charged will be given an opportunity to present his case to the Impeachment Committee before the final decision is made.
  4. Decision for dismissal is based on the majority vote on the validity of the charges made, not base on individual loyalty
Article VIII: Office Vacancy
  1. When an office has become vacant the president shall have the power to appoint members to fill this position base on the individual qualification and with the approval of the other officers and the committee chairs
  2. The officer appointed shall hold the office until the next annual election.
  3. If there are more than one office openings, the officer in charge must notify the voting members of his appointment as well as the other officers and the committee chairs.
Article IX: Resignation
  1. All resignations must be given in writing.
  2. All written resignations must be made one month in the advance of the date to be in effective.
  3. The officer resigning must inform one of the other officers of all his/her club activities for the month prior to his/her leaving.
Article X: The Budget
  1. All officers must convene at the beginning of every semester to decide the club spending for that semester. This committee shall be called the Budget Committee.
  2. The Club spending shall not exceed the amount of money in the bank.
  3. The Budget Committee must notify the voting members the budget allotted to the various committees.
  4. The Budget Committee is also responsible for raising money to replace the money spent.
Article XI: Amendment
  1. Any members may make a motion to amend the constitution at any club meeting.
  2. The motion will be discussed and voted on at the following meeting.
  3. An affirmative 2/3 majority vote by members present at the meeting will be required to approve an amendment.
