The Pirates reached an agreement with defenseman Jakub Ficenec on a one-year contract.

The Pirates signed Right Wing Rob Deciantis to a one year, two way contract with the Quad City Mallards of the UHL. Deciantis was the top scorer in the ECHL for the New Orleans Brass last season with 47 goals and 41 assists, good for 88 points in 70 games. The Pirates also signed Scott Buhler who has spent the last two seasons in the WHL with the Medicine Hat Tigers. In his last season he has a record of 22-57-6, not to impressive but this was for a last place team so the defense should share a lot of the blame.
AUGUST 26, 1999
The Pirates signed center John Porco to a one year contract. Porco,28, has spent most of his professional career in Europe.

AUGUST 19, 1999
The Caps re-signed goaltender Martin Brochu to a two-way contract. This is a very positive move for the orginization. Brochu, 26, has been with the team since March of 96 and is a fan favorite in Portland. Maybe this could help some fans get over the loss of another fan favorite, Benoit Gratton.

AUGUST 18, 1999
The Capitals traded Benoit Gratton to the Flames for defenseman Steve Shirreffs.Gratton was the leading scorer last year for the Pirates with 60 points (18G, 42A).
