Avi Luzon Macabi Petah Tikva's chairman said that the only thing that can save the israeli league and its little clubs (such as his) is freezing the league, meaning instead of the league usual format in the next three years none of the teams in the "Liga Leumit" will relegate (move to the second league) and none of the teams from the "Liga Arzit" (second league) will continue to the first league and after three years the leagues will divide to 2 leagues of ten teams each. On one hand we can see the logic in his words as most of the team that come from the second league relegate after a few years and stability will be financially good for them but on the other hand the second league teams will loose interest in the league and it will become (with the bottom of the first league) more unattractive than it is now and players will not want to play in that league even for good money or for the pride of the club. Also in Luzon's final condition a lot of good teams will disappear and become second league (and his team could be one of them). And so after coming to no conclusion we let you decide.
