A new era in Israeli soccer: The Israeli Premier League

The new proposal by Gavry Levi the Israeli soccer organization's chairman shocked the whole Israeli soccer world as he suggests to make a premier league in Israel such as in England that will contain only 12 teams and the Liga Leumit will be the second league containing also 12 teams and the third league will be the Liga Arzit which will contain 16 teams and the Liga Alef will become the fourth league of Israel. This system will begin if accepted in 1999/2000 seson as four of the Liga Leumit teams will continue in that league (meaning the second league) and the other 12 will be in the premier league. The first 8 teams in the Liga Arzit in that year will become Liga Leumit teams and the other 8 will stay in Liga Arzit and the first 4  teams of each county in Liga Alef will join the Liga Arzit. The plan is that since that year every year 4 teams will drop from the premier league to the Liga Leumit. But the revoulution is still far as it seems that Levi will have a hard time finding enough votes (he needs 20 of 29) from a survey made by "Maariv" newspaper 6 of the chairmans are in favor 6 haven't decided and 4 oppose.
