2001 ERIE FANTASY FOOTBALL RULES AND REGULATIONS

Please note: Any rules which are new or have been amended for the 2001 season are in bold print.

Section I - General

1. The Franchise Fee is $100.00, payable on or before auction night. Checks or money orders should be made out to Erie Fantasy Football. Note: $75 will go toward the team entry fee while the other $25 will be a deposit to be used for transactions. Any balance remaining at the end of the season will be refunded to the owners at the annual awards banquet.

2. Each conference will consist of twelve (12) teams. Each of the three (3) divisions will consist of four (4) teams. The regular season will start on Sunday, Sept. 9 and take place during NFL weeks one (1) through twelve (12). The conference playoffs will take place during NFL weeks 13, 14 and 15. The conference champions will play for the All-League title in Fantasy Bowl 12 during NFL week 16 (Dec. 22-23).

3. The draft will again be held auction style. Team numbers and divisions will be determined by a random draw of playing cards on the night of the draft. Each owner will receive 140 "units" with which to fill his roster, provided he has not selected a franchise player. If an owner has designated a franchise player, the player will cost the owner the same number of units that he sold for during the previous year's auction. At your turn you must present a Player or NFL Team at some "unit" value. Only whole "units" may be bid and the minimum bid is one "unit."

4. The auctioneer has ultimate authority on who had the highest legal bid and his decisions are final. Each team/owner will have a poster on display which represents who has been purchased, how much they were purchased for, how many "units" he has remaining, etc.

5. You or an approved representative of your franchise must be in attendance at the auction player allocation. Approved representatives MAY NOT be other owners of teams in the Erie Fantasy Football League, unless expressed written consent is received from both Conference Commissioners.

6. Continuing into the summer of 2001, all owners will have the option of designating one franchise player at a cost of $20, payable to the league’s general fund. By making such a designation, that player will be protected on that owner’s roster for ONE year. The deadline to make the payment necessary for designating a franchise player is July 31, 2002. The amount of units spent on the player during the 2001 auction will be that player’s designated cost for the 2002 season.

7. Franchise Players remain a part of the declaring owner’s roster for a period of ONE season. Once that time period has elapsed, the player will once again become available to the rest of the owners at the next year’s auction.

Section II - Scoring

1. The scoring method will be combined (basic + performance) with points awarded as follows:

  • RUSHING - 1 pt. every 10 yards, 6 every touchdown
  • RECEIVING - 1 pt. every 10 yards, 6 every touchdown
  • PASSING - 1 pt. every 20 yards, 3 every touchdown
  • KICKING - 3 pts. every field goal, 1 every point after TD
  • NFL TEAM- 6 pts. for TD (Fumble, interception, blocked punt, blocked FG return) 2 pts. for safeties, 1 pt. for interceptions, 1 pt. for fumble recoveries, 1 pt. for sacks, 3 pts. each "team" victory, 3 pts. each "team" shutout.

2. Kickoff and punt returns for touchdowns will be awarded 6 points under the following conditions: 1.) The player that scores must be on your roster 2.) The player that scores must also be in your starting line-up

3. The NFL will continue to have the two-point conversion for the 2001 season. We will handle it as follows: 1.) Rushing or receiving conversion (2 pts.) if that player is in your starting lineup 2.) Passing conversion (1 pt.) if that player is in your starting lineup

4. O.T. GAMES: Tie games will be broken by using reserve players. Tie games will be broken using the same performance point system used by the rest of the players in the starting lineup.

Section III - Trading and Transactions

1. Transaction and trade night for the All-American Conference (Commissioner Pavelich) will be each Wednesday from 7 - 9:30 p.m. Transaction and trade night for the Browns Conference will be announced at a later date.

2. Lineups must be called in or e-mailed any time before 12 noon on Sunday. The commissioner will accept, at his discretion, lineup changes prior to the early games kick-off, provided it is in a time dated format such as e-mail or voice mail. If it’s not time dated, it’s no good! Also, please be aware of special weeks where the NFL plays on Thursday nights (Weeks 7, 12, 13). During these weeks, owners must declare all starting players who are playing on Thursday night BEFORE the kickoff. The rest of the lineup may be phoned or e-mailed before the Sunday deadline.

3. Teams with the worst records during the previous week will get the first shot at making transactions -- via 5 minute intervals -- on Thursday nights. Therefore, the eight teams that lose in a given week will make up the first 40 minutes of calls. Ties between records will be broken in the same fashion we break ties heading into the playoffs (see Section IV, item 5). If a tie exists, whichever team has scored fewer points will be allowed to make the first transaction between 7:00 and 7:05 p.m. Starting at 8:00 p.m., any owner may make TWO additional transactions during that particular phone call. There is no limit to the number of transactions which can be made on a given night.

4. If you would like to check your opponent's lineup prior to the start of the games, your best bet will be to check the web site – http://www.erieleague.com - on Sunday morning.

5. You will be responsible for fielding a complete team during bye weeks. No carryover points will be awarded for position players or NFL teams.

6. All free agent transactions will cost $1.00 per move with the proceeds going to the pool. A running tab will be kept on the Erie League web site so that all owners will be aware of who owes what. NOTE: TEAMS CAN BE KEPT OUT OF POST-SEASON PLAY AND/OR REMOVED FROM THE LEAGUE FOR FAILING TO PAY OFF THEIR DEBTS BEFORE THE SPECIFIED DATE. This deadline will be announced at a later time.

7. All trades will cost $3.00 per player involved in the trade with the proceeds going into the pool. This does not apply to free agents used to fulfill equal trade requirements. Payments will be made per player received – therefore, teams that receive two players would pay $6 while teams trading away one player would pay $3. Trades may be made on a 2 player for 2 player basis, in addition to the always legal 2 for 1 or 1 for 1 combinations. Trades are limited to one trade between any two teams per year.

8. In addition to player trade allowances, owners will also be permitted to swap transaction call-in slots. These slots DO NOT count as players and can be used in addition to players swapped in 2 for 1 or 2 for 2 trades. Trades involving players for call-in slots are permitted. However, they DO count as the one permitted trade allowed between two teams in one year.

9. If the commissioners have not heard from you or your authorized team representative for THREE consecutive weeks (no transactions or lineup changes), you may be declared an inactive owner and banished from the league. The commissioners will then immediately search for a replacement who will run the franchise into the next season.

10. The trading deadline will be the Thursday (November 1) following the eighth regular season game. The transaction deadline will be the Thursday (Nov. 22) following the eleventh regular season game. The following week, rosters can be expanded to sixteen (16) spots at no additional cost.

Section IV - Playoffs and Payouts

1. Three (3) division champions and five (5) wild-card teams will qualify for the playoffs in each conference, with division champions receiving a bonus of $50. All owners who qualify for the post-season will also receive a $25 playoff qualification bonus. The top three seeds will be based on win-loss record, head-to-head competition, and total points scored among the division winners. The five wild-card teams will be determined using the same factors. Note: Head-to-head competition will only be used to break ties between two teams for a given playoff spot. Ties among three or more teams will be decided with the total points scored criteria. Round one playoff action will take place on week #13 of the NFL season (Nov. 29 - Dec. 3).

2. The winners advance to the conference semi-finals. Each of the final four teams will receive a bonus. Teams will be reseeded each round based on the following: division champion, win-loss record, head-to-head competition (if between two teams), and total points scored. This action will take place on week #14 of the NFL season (Dec. 9 - 10).

3. The winners will square off for the Conference Championship. The losers will play in a consolation game to determine third place. The Conference Champion will receive a bonus of $250, the runner-up will receive $140, third place will receive an additional $50, while fourth place will collect $25. This action will take place on week #15 of the NFL season (Dec. 15 - 17).

4. The champions of each conference will advance to the Erie League’s 12th Fantasy Bowl to take place during NFL week #16 (Dec. 22 - 23). The winner of this ultimate fantasy bowl will receive an additional $250.

5. The eight (8) non-playoff teams from each conference are entered in a single-elimination consolation tournament that will run through NFL weeks 13 through 15. The seeding will be determined as follows: win-loss record, head-to-head competition, and total points scored. The Consolation Tournament Champion will receive $75.

6. In order to determine division championships, the following tiebreaker system will be used:

  • 1.) Best win-loss record,
  • 2.) Head-to-head competition,
  • 3.) Best Division Record,
  • 4.) Total Points Scored in All Games,
  • 5.) Most Points Scored in Division Games,
  • 6.) Least Points Allowed in All Games,
  • 7.) Least Points Allowed in Division Games,
  • 8.) Coin Flip.

Note: Best Division Record has no bearing on overall playoff seeding. Seeds will be determined with: 1.) Best win-loss record, 2.) Head-to-head competition, 3.) Total Points Scored in All Games.

7. As in the past, there will be additional ways to win a payout or prize this season. This is designed to keep players involved through the end of the season. They are as follows:

1.)    MOST POINTS IN A GAME ALL YEAR - $50.00 (Regular Season - Each Conference)

2.)    REGULAR SEASON POINTS SCORED CHAMPION (Overall League Points Scored Champion receives $100 and the Bryan Vince Trophy, named after the owner with the highest points scored total in league history. High scoring team from other conference receives $50 bonus).

3.)    THE GENERAL MANAGER OF THE YEAR PLAQUE

4.)    THE COACH OF THE YEAR PLAQUE

5.)  BEST RECORD DURING FIRST SIX GAMES (The owner of the team from each conference that starts the season with the best record over the first six games will receive a bonus of $50. Tiebreaker system will include 1.) Best win-loss record, 2.) Head-to-head competition, 3.) Total Points Scored in All Games).

6.)  BEST RECORD DURING FINAL SIX GAMES (The owner of the team from each conference that finishes the season with the best record over the final six games will receive a bonus of $50. Tiebreaker system will include 1.) Best win-loss record, 2.) Head-to-head competition, 3.) Total Points Scored in All Games).

8. Owners must be present at the annual awards banquet or make arrangements with a designated team representative in order to collect any cash or trophy prizes. Prizes not claimed will be returned to the league’s general fund and carried over to the next season’s total pool.

9. All owners must submit their choices for the following awards at the designated time: General Manager of the Year, Coach of the Year, Most Valuable Player and Rookie of the Year. Owners who neglect this responsibility will forfeit any monetary awards they have earned during the season, as it will automatically be placed into next season’s total pool.

Section V - Miscellaneous Items

1. You will have two choices when it comes to selecting a lineup in 2001. The change allows owners the option of running a true Run-and-Shoot offense. Therefore, your starting line-up each week must include one of the following sets. Note: You may change this set-up from week to week. 1 Quarterback, 2 Running Backs, 3 Receivers (WR or TE), 1 Kicker, 1 NFL Team OR 1 Quarterback, 1 Running Back, 4 Receivers (WR or TE), 1 Kicker, 1 NFL Team

2. The six (6) reserves on your roster may consist of any number of quarterbacks, running backs, receivers, kickers, or NFL teams.
