1999 FFL Rules and Regulations

 

I. General Rules & Regulations

A. Voting:

1. For purposes of league wide votes prior to Week 1 of the regular season, a simple majority vote will carry a motion. In the event of a 6-6 vote, the proposal does not carry.

    1. Any vote taken after Week 1 requires a 75% majority to carry.
    2. Any monetary votes dealing specifically with annual league dues take effect one year from the time the vote was passed.

 

B. Dues:

1. League dues for 1999 will be $ 75.00 payable at the draft.

2. The league commissioner is granted a waiver in exchange for his/her time and costs incurred in typing, printing, mailing the weekly newsletters, fielding calls, updating lineups and the like. Newsletters are generally completed by Tuesday evening of each week or as soon as humanly possible.

3. Each week's high team point total wins $15.00.

4. Of the remaining $600.00 remaining after Week 15, the four playoff teams will divide it as follows:

Super Bowl champion-- $ 300.00

Super Bowl runner-up- $ 150.00

First Round losers--- $ 75.00

II. League Alignment

A. Divisions:

1. The league will consist of 12 teams, broken into three divisions of four teams each.

2. The three divisions will be called the Dewey, Cheatem, and Howe divisions.

B. Season:

1. The league will consist of a 15 week regular season with two rounds of playoffs.

2. During the regular season, each team will play divisional opponents two times.

3. Each team will play non-divisional opponents one time.

4. Each team will be paired with one other non-divisional opponent one additional time during the regular season. This draw will be done at random prior to the draft.

5. The schedule is created in advance by the commissioner. Each team draws a number to determine its division and schedule.

C. Playoffs:

1. Playoffs will consist of the three division winners plus the team with the best regular season record from among the non-division winning teams.

2. Playoff teams will be paired according to regular season records in the following format for first round playoff games during Week 16 :

#1 vs. #4

#2 vs. #3

3. The winners of first round games will play one another in Week 17 for the FFL Championship.

III. Tiebreaker Scenarios

A. Regular Season:

1. Ties within divisions shall be broken first.

2. Regular season contests resulting in a tie game count as half a win and half a loss. Thus 7-5-2 is the same as 8-6.

3. Should two or more teams have identical records at the conclusion of the regular season, the following will serve as tiebreakers in order of appearance:

a. Head to head records

b. Division record (if tie is within same division)

c. Most points scored in the season

d. Most points scored in division games

e. Most points scored in the games against teams involved in the tie

f. Fewest points allowed in the season

g. Fewest points allowed in division games

B. Playoffs:

. 1. For tiebreakers during the playoffs (the second season), the following will serve as tiebreakers in order of appearance:

a. Total offensive yardage of the seven starting field players (QB, RB, RB, WR, WR, TE, U) for the day.

i. Offensive yardage is defined by the total yards accumulated rushing, receiving and passing.

b. Total points scored during the regular season

 

IV. The Draft

A. The Actual Draft:

1. The draft will consist of sixteen (16) rounds.

2. Draft order will reverse itself every round.

3. There is no limitation to the number of players chosen by position.

4. Draft order will be determined at random prior to the draft.

5. Teams shall have no more than three (3) minutes to make a selection when it becomes their turn to pick during rounds 1-8.

6. Teams shall have no more than two (2) minutes to make a selection
when it becomes their turn to pick during rounds 9-16.

7. Between Rounds 8 and 9, there will be a 30 minute recess period.

8. Players who play two or more positions shall be bound to the position at which they incurred the majority of their "chances" the previous season. Chances are defined as rushing attempts or receptions.

9. Each team’s roster is to be made up of the following position players:

QB

RB

WR

TE

K

D

10. Note that defenses are a team defense, not individual players.

B. Draft Preparation:

1. Please observe rules IV,A,5-6 above. To not do so prolongs the draft and irritates your fellow owners.

2. Come prepared with the appropriate materials. These would include,but are not limited to, draft lists, paper and pen or pencil.

3. Draft lists should include a sufficient number of players per position to allow you to make timely picks in the later rounds of the draft. A good rule of thumb would be to have the following number of players by position:

QBs 36

RBs 60

WRs 60

TEs 30

Ks 30

Ds 30

 

 

V. Starting Lineups

A. Starting lineups must consist of nine (9) players broken down as follows:

QB-- 1

RB-- 2

WR-- 2

TE-- 1

U-- 1

K-- 1

D-- 1

B. Starting lineups must be called in no later than kickoff for the earliest game of the week. Keep in mind that Weeks 7, 12, 13, 14, 15 and 16 have games scheduled prior to Sunday.

C. Teams not calling in a lineup during for a week will be bound to the most recent lineup called in.

 

VI. Scoring Rules

A. Touchdowns

1. Touchdowns can be scored by passing, running, receiving, or by returning a punt, kickoff, interception or fumble.

2. All passing TDs count as 4 points.

3. All other TDs count as 6 points.

B. Kicking

1. All extra points count as 1 point.

2. All field goals within 50 yards count as 3 points.

3. All field goals 50+ yards count as 4 points.

C. Two Point Conversions

1. Any two point conversions scored by running or receiving count as 2 points.

2. Any two point conversions scored by passing count as 1 point.

D. Defensive Points

1. Any safeties scored by a team's defense count as 2 points.

2. Any shutouts accomplished by a team's defense counts as 4 points.

3. Any points scored by a team's special units count as defensive points.

E. Bonus Points

1. Any player who rushes or receives for 100+ yards in a game receives 2 bonus points.

2. Any player who passes for 300+ yards in a game receives 2 bonus points.

3. Players will receive an additional 1 bonus point for every additional 100 yards accumulated above and beyond those mentioned previously.

4. Any points scored by a team's player while fulfilling duties on a special unit squad (i.e. punt return, kick return) counts as points both for that player as well as for the team who might have the defense.

 

VII. Trades/Waivers/Rosters

A. Rosters:

1. Rosters may have less than 16 but no more than 16 players on them at one time.

2. Rosters are not confined in any way by the number of players by position so long as each roster can abide by rule 5, A.

3. Teams are limited to a combination of two trades or waiver pickups per week.

4. Injured players shall remain on a team's active roster unless waived.

5. Roster moves prior to Week 1 can be made at any point during the week. This is on a "first come, first serve" basis.

6. Roster moves during the season can be made each week from Wednesday at 6:00pm CST until kickoff of the week’s first game.

B. Trades:

1. Teams may make trades during the regular season until kickoff on Week 12 (Sunday November 22, 1998).

2. The commissioner must be notified of all trades prior to kickoff of that week’s games.

a. This must be done by phone call or voice mail as the time stamp on the voice mail serves as arbitrator of any disputes.

3. There are no restrictions on the number of players or the number of teams involved in a trade.

4. Suspect trades may be brought to the commissioner’s attention.

a. If requested, a vote may be convened on the legitimacy of the trade.

b. Any trade voted on in this manner shall require a majority of  75% to veto (see rule I, A, 2).

C. Waivers:

1. Teams may claim players off the waiver list each week until kickoff on Week 13 (December 2, 1999)

2. Any player waived during a given week is ineligible to be picked up again by a team until the following week. This allows all teams to be made aware of that player's availability via the newsletter or by contacting the commissioner.

3. Wednesday between 6:00pm through 10:00pm is designated as the time teams may make waiver pickups based on points scored for the season to date.

a. Pickups during this time is limited to one per team

b. Low point total gets first choice.

c. In the event of a tie, the tie shall be broken by:

i. worse record

ii. loss head-to-head

iii. point differential for the season

4. Any waiver pickups made after Wednesday at 10:00 pm each week are on a "first come, first serve" basis
