An annual NMHPA meeting and State Championship Tournament is held during the 3rd Week in September. NMHPA is an independently organized Charter of the National Horseshoe Pitchers Association of America (NHPA) with its own rules and bylaws. Officers are elected at the annual meeting for 1 year terms. NMHPA membership fees are $10 for adults and there is no membership fee for juniors at the state level. NHPA membership fees are $12 adult and $5 juniors. Both membership fees are paid to Charter Secretary/Treasurer who issues membership cards. NHPA tournament sanctioning is process through NHPA Regional Director (David Romero, P.O. Box 10329, Albuquerque, N.M., 505-934-1966).

All applicable NHPA Official Playing Rules are observed. Tournament results are recorded and used for determining individual "ringer averages". A pitcher's ringer average is based upon the 3 highest tournament averages pitched in the previous 12 months. In order for a New Mexico pitchers to pitch in the State Tournament, they must have pitched in 3 sanctioned tournaments since the last State Tournament was held(2 of the tournaments must be pitched in New Mexico).
