ADMINISTRATION OF NATIONAL REFEREES REGULATIONS &

BELT GRADE PROMOTION TEST

1.      OBJECT:

             These Regulations  are to efficiently administer the National Referees of TFI as per  the bye-law of article (2) of the Rules and Regulations and the article (20) of the Competition Rules of the WTF.

 2.      ADMINISTRATION:

             Overall Administration of the National Referees shall be made by the TFI Secretariat.

 3.      QUALIFICATION:

             The  TFI will grant qualification as the National Referee of the TFI to those who have passed the prescribed examination at the National Referee Seminar conducted by TFI and have registered at the TFI Secretariat within the prescribed time limit.

 

4.      NATIONAL REFEREE SEMINAR:

 

            The National Refree Seminar shall be conducted by TFI only.

            The outline of the Seminar is as follows:-

 

i)                    QUALIFICATION FOR APPLICATION:

a)                 Holder of Kukkiwon/WTF Certificate of Ist Dan or higher may attend the seminar on the recommendation of the pertinent affiliated State Association/Organisation.

b)                 The one who has command of oral and written English language

c)                  The one who has no physical defect and chronic disease from 18 years to 50 years of age

 

ii)                  GENERAL INFORMATION:

a)                 Attendance Fee:     Prescribed fee of attendance shall be paid as fixed by TFI.

b)                 Travel fare, Boarding & Lodging shall be borne by the participant.

c)                  Curriculum: WTF Competition Rules and Interpretation

(i)                 Basic concepts of Taekwondo Competition.

(ii)               Using method of Judge’s Electronic Scoring Instrument.

(iii)             Referees Hand signal and other Taekwondo theories.

d)                 Total hours for Education:  24 hours or more.

e)                 Examination: Written examination, Practical Test and Interview.

5.      SCREENING:

 

TFI shall conduct a prescribed examination to those who have completed the course of the Seminar, each of written examination, practical test and interview shall be taken on the basis of 100 points and the one who has obtained not less than 60 points of average subject to not less than 40 points each of examination shall be regarded to be successfully passed.

 

The TFI makes it a rule to announce the results of the Screening on the same day of the examination; however, the results may be notified later, as the case may be, to each individual and pertinent state assn/orgn.  The results will also be published in The TFI News Letter and Website.

 

6.      REGISTRATION:

The one who has received from the TFI an official notice of qualifying in the examination shall register at the TFI Secretariat with the formal registration documents required by the TFI together with the fixed registration fee within six months (deadline for registration is based on the post marked date) from the date of the notice.  In case of failure in registration within the prescribed time limits, the successful applicant will be considered relinquishing the qualification as National Referee.

 

REGISTRATION FEE:

Will be fixed by the TFI.  It shall be one time Registration Fee.

 

7.      REFEREE UNIFORM AND SHOES:

 

            The colour of the Uniform shall be white shirt, Navy blue pant, dark blue tie, white shoes and navy blue coat.

 

8.      APPLICATION FOR PROMOTION:

 

(i)         APPLICATION METHOD: Application shall be made in writing to the TFI Secretariat (Form enclosed).

(ii)        ADMINISTRATION: The TFI will have screening meetings two times a year (June and December) for selection of the eligible Referees to be promoted according to the Article 8 (iii).

The results will be notified to each applicant and published on the TFI newsletter.

(iii)       REQUIREMENTS FOR PROMOTION: Only  the National Referees who have paid up the prescribed Registration fees to the TFI may apply for promotion.

 

a)  Class ‘P’: ‘P’ class is granted to the one, Ist Dan Kukkiwon Certificate and holding who has registered at the TFI Secretariat after having passed the prescribed examination at the National Referee Seminar.

 

b) REQUIREMENTS FOR PROMOTION TO 3rd CLASS:The one holding ‘P’ class qualification, who has officiated in One National Championship may request for promotion to 3rd Class.

c)  REQUIREMENTS FOR PROMOTION TO 2nd CLASS :It is granted  to one, holding 2nd Dan or higher Kukkiwon certificate, passage of 2 years or more after obtainment of 3rd class qualification, three times or more refereeing experiences as 3rd class National Referee at the National Championships promoted or approved by the TFI.

d) REQUIREMENTS FOR PROMOTION TO Ist CLASS:

-     Is granted to one.

-     Holding 3rd Dan or higher Kukkiwon certificate.

-     Passage of 3 years or more after promotion to 2nd class.

-     Four times or more Refereeing experiences at the National Taekwondo Events promoted or approved by TFI after promotion to 2nd class.  

e) REQUIREMENTS  FOR   RECOMMENDATION TO   INTER-NATIONAL REFEREE SEMINAR:

-     Holding 4th dan or higher Kukkiwon certificate.

-     Passage of 3 years or more after promotion to Ist class.

-     Four times or more Refereeing experience as Ist class National Referee at the National Taekwondo Events promoted or approved by TFI.

 

9.      REGISTRATION FEES:

 

One time Registration Fee of Rs.200/- should be paid along with two passport size photographs for I.D. Card.  Any National Referee, who has not paid the Registration fees, is automatically deprived of his/her qualification as a TFI National Referee.

 

10.    NATIONAL REFEREE REFRESHER COURSE:

 

a)                 Referee Refresher Course for education on the amended competition Rules etc., as well as improvement of quality as National Referee.

b)                 The National Referee, who has attended a National Referee Refresher Course, is considered to have experience in officiating at National Taekwondo Events promoted or Approved by TFI.

c)                  The one, whose qualification has been deprived in article 09 is allowed to attend a National Referee Refresher Course after payment of Registeration Fees and the restoration of qualification granted to the pertinent person.

d)                 A Graduation Diploma is given to one who has attended a National Referee Refresher Course.

 

11.    SELECTION:

 

Selection of National Referees for National Events, National Games Federation Cup etc,. promoted by TFI shall be done by the TFI.

 

12.    DUTY:

 

a)                 The National Referee shall abide by all the Rules with pride and dignity as National Referee of TFI.

b)                 National Referee shall be familiar with Competition Rules and the guiding principle concerned.

c)                  The National Referee shall Officiate at any Taekwondo events without partiality in consideration of the fact that decisions made by the National Referee shall be conclusive.

d)                 The National Referee shall wear the Uniform designated by the TFI before officiating at the Events.

e)                 The National Referee shall do possible efforts not to bring about any unnecessary suspension of a match in officiating, and shall use the prescribed hand signals.

f)                    The National Referee shall inform both of the pertinent State Association and the TFI of his/her changes on address etc., and he/she shall be responsible for any disadvantages due to lack of such contacts.

 

13.    DISCIPLINARY MEASURES:

 

a)                 In case that any national Referee has committed the following behaviors, the TFI takes disciplinary measures such as warning, rebuke, suspension or deprivation of qualification in accordance with the regulations on sanctions of the TFI.

b)                 If it turns out that intentional fabrication of judgement has been committed at any National Taekwondo Events promoted or approved by the TFI, the qualification of pertinent National Referee shall be deprived.  Even though it is proved that the misjudgement has been committed by mistake, not intentionally, any kind of disciplinary measures shall be taken to the pertinent National Referee.

c)                  In case of committing any behaviors bringing disgrace of the TFI such as receiving money or other valuables in connection with a judgement, the pertinent National Referee shall be disciplined by deprivation of qualifications or other form of disciplinary measures.

(i)    When the limit of disciplinary measures is decided, the TFI shall notify the pertinent National Referee and the State Association of the result.

(ii)  Other disciplinary measures against National Referee’s misconducts shall be taken according to the regulations on sanctions of the TFI.

 

14.    EFFECTIVENESS:

 

a)                 All the existing National Referees, before the effective date of this regulations, shall be considered to be recognized by this regulations.

b)                 These regulations shall be effective as of AUGUST 2000.
