RulesGENERAL INFORMATION 1) An entry fee of $40 is required and must be payed before the draft. A) DRAFT 1) Each team will be allotted a maximum of $200 of "fake" money to spend. 2) Owners will take turns bidding on players until only the highest bidder remains. Once an owner fails to bid during a round he is out of the bidding for that particluar player. 3) Owners will bring up players to bid on in a cyclic order. 4) Rosters must contain at least 12 players when the draft is complete. The minimum salary for a player is $1. This means that you must have enough money under your cap to fill your roster. For example, if you have 8 players on your team with a total "salary" of $180, you could not bid more than $17 on your 9th player, because you must have at least $3 remaining to fill your roster. 5) After the initial bid, owners may advance the bid at a minimum of $0.25 increments. 6) Teams may not contain more than 12 players after the draft. 7) Each final price or "salary" of an individual player will be recorded and subtracted from the winning bidders team salary cap. When the calculations are complete, the next owner will be asked to bring up a player. I will keep a spreadsheet tally of rosters and following each round will post a summary of the remaining funds, players to get, etc. via the internet connection. 8) Teams will bid with the $200 salary cap, minus the dollar amount of their protected players (see protection/Restricted Free Agency below) B) PROTECTION/RESTRICTED FA 1) Teams will be allowed to protect upto 6 players from last years roster. 2) After being drafted of going through restricted free agency a player may be protected the following year at the same price. 3) Once a player has been protected once, and therefore played a maximum of two years at his protected value, he is a restricted FA if the team with his current rights chooses to protected him again. 4) Trades do not change the players eligibility for restricted FA or protection. 5) When a player becomes a restricted FA (protected for a second year). Silent bids will be taken from the other owners in the league before the draft (by e-mail to the owner or on pieces of paper if you are at the draft in person). The team with the players rights will be the only person to look at all the bids and has the right to match the highest bid if he desires. If he chooses not to match the bid, the player becomes the property of the, at the bid price, of the team with the highest offer. 6) Players that are up for Restricted FA, if protected, are clearly listed on the rosters. If they are not protected they are "thrown" back into the player pool and can be brought up normally in the draft. Also clearly listed are players who were picked up during the year and cannot be protected. 7) Announcement of protected players will go in order of finish from the following year 8) Players that are picked up after the draft cannot be protected the following season. C) STANDINGS 1) Standings will be decided on win/loss records determined by head to head competition.
2) If two teams are tied, the tie will be broken in the following order: D) TRADES 1) Trades will cost each party involved $1 2) Trades may be reversed if a league vote is called and a majority (5) of the remaining owners determine it unjust. 3) The trade deadline is at the end of the 14th week of the season. 4) Trades must be submitted in a reasonable amount of time before the start of the upcoming week in case the trade goes up for league vote. 5) Teams must not exceed a maximum salary value of $230 dollars throughout the course of a season and post-season. Thus, a team is capped on it's overall roster salary at $230. There is no requirement on a trade-by-trade basis (i.e., any player can still be traded for any other player), however teams must maintain a total salary of $230 or less. There is no minimum salary requirement. Empty roster spots will be assigned a $1 salary requirement. E) PICK-UPS 1) A supplemental draft will be held after the second week of the season. (See Supplemental draft rules) 2) After the supplemental draft is complete players may be picked up for $1. 3) The team with the worst record will have first choice. If teams are tied the team with the lowest point total will go first. 4) Owners must e-mail in pick-ups by 11:59 p.m. EST on Wednesday of each week. 5) No Pickups will be allowed after Wednesday until the following week. 6) You may pick up a maximum of 2 players per week. A second player can be picked up after the remaining owners have failed to pick him up in the first round of pick ups. Teams cannot pick up a player they dropped the previous week. F) LEAGUE VOTES / RULE CHANGES 1) League votes can only be called by the commissioner or if 4 owners agree that a vote should be called. 2) League votes can only pass if 70% or more of the active members of the league vote in favor. G) SUPPLEMENTAL DRAFT 1) A one round draft following the second week of the season. 2) Each pickup in the supplemental draft is $3. 3) The players that are drafted are those not affiliated with any other team in the league (e.g. on IR list of another team) 4) Drafting order will be determined by lottery. The team with the worst record will have 10 chances, the second worst nine, etc. 5) You can choose not to pick in the supplemental draft. H) SALARY CAP 1) Set at $200 2) The cap can be exceeded during the regular season (to $230 max), but must be brought down below before next year's draft. 3) Teams may not be above the cap at the conclusion of the draft. I) EXPANSION 1) New teams entering the league will start with 0 players and $200 to spend. There will be no purchasing of former teams. J) INJURED RESERVE (IR) 1) A injured player can be placed on IR. There is no limit on the number of players that can be placed on IR and they do not count towards the 12 man roster. 2) When a player returns from an injury, he must be removed from IR and the active roster must be cut to 12 players within one week. K) PLAY 1) Scoring will be determined by the total points scored by each teams starting line-up. 2) Starting line-ups will consist of 6 players plus a seventh man to break ties. If the 7th men tie, the tie will be broken by the total points of the 1st, 3rd, and 6th highest scoring players in each starting lineup. 3) Owners must choose one game from each week to play each of his seven players. An official week will run from (Sun - Fri). Saturdays are considered an off day to compile stats, records, etc. 4) The seventh man can also be called into play if one of the six starters do not play during the selected game. If a tie occurs when the seventh man is called into play, he can no longer be used for a tie-breaker and the team recieves a zero in the tie-breaker position. L) LINE-UPS 1) Line-ups must be turned in (e-mailed) by noon on Sunday of the week of play. 2) Each team will be allowed to miss a maximum of 3 lineups. During these 3 times the first game of the week will be used for the previous weeks starters and the team can still win. 3) If a line-up is not turned in a 4th time and beyond, the team gets 0 points, cannot win, and is fined $5 on next years dues if he desires to return to the league. M) PLAYOFFS 1) The top two teams from each division will qualify for the playoffs. 2) The Eastern playoff teams and Western playoff teams will play each other for the right to represent their division in the championship. 3) See standings for tie-breaking procedures. N) DISTRIBUTION OF WINNINGS 1) During each week of play, the team which scores the most points will win $5. 2) The league champion will win 60% of the final pot, the runner-up 30%, 3rd place 10%. 3) Division winners will be awarded $15 before the money is divided up into the final pot. O) NBA TRADES
