The Detroit District of the U.S. Army Corps of Engineers has initiated an extensive and long-term assessment of potential shoreline damages over the next 50 years due to fluctuating Lake Levels along the Lake Michigan shoreline. The study, started in October 1996, is expected to last up to 3 years, and is dedicated to meeting several of the recommendations that came out of the 1986-1993 IJC Great Lakes Levels Reference Study. This study will use southern Ottawa County and northern Allegan County as it's key geography. We expect the study to define the devastating economic consequences of high water relative to the unfair Regulation Plan 1977-A. This study has the prospect of being an important piece of the puzzle creating a more rational picture of how high waters causes Lake Michigan to suffer in the extreme. We would prefer to reform the regulation plan now but this study is a good start. Congressman Hoekstra continues to do a stellar job in putting pressure on the ACOE to implement the Plan 1977-A scope of work. We are hopeful that by late spring the ACOE will allocate resources to begin the "77-A" effort.
