Yes. We are already doing all the things proposed. Carding is already done for a portion of the population. Driver license notations are made for organ donors and for eyeglass restrictions. Businesses are held liable for dispersing alcohol responsibly. And law enforcement pulls over erratic drivers and they check their licenses when they do. There are no “new’ elements.
2. Can we require everyone to show ID to buy alcohol?
Yes. We already do for minors trying to buy alcohol. And businesses require ID everywhere...from cashing our government tax refund checks to at the airline counter before you fly.
And at the airport, in addition to showing ID, we go through a metal detector and have the contents of all our possesions scanned! It makes travel safer. Yet each year, more lives are lost in accidents involving drunk drivers than have ever been lost in airline terrorism.
3. Won’t the establishment lose business? What if a group of four comes in and one person discovers they’ve forgotten their driver’s license? You may lose the business of all four!
People adjust to taking what they need with them. What if they had gone bowling and one forgot their bowling ball? People will quickly learn to remember.
4. Shouldn't all drinkers be worried about this?
The majority of drinkers are not a problem and should not be worried. Most manage to successfully get back and forth without ever being arrested for a DUI.
The majority of DUI crashes are caused by a small group of drinking drivers ... the habitual drunk driver, .. driving at high BAC levels. Removing alcohol from these (convicted) drinking driver's "reach" can prevent a tragedy.
This focuses on the actual offender ... the one who commits an alcohol-related crime. And the punishment would finally fit the crime AND TARGET ONLY THE OFFENDER AND NOT THE WHOLE FAMILY.
5. You really mean that everyone wanting a drink has to produce a driver’s license or DMV card?!!! . . . Yes!
In 1990, more than half of the fatal car accidents in this country were related to alcohol, killing 22,083 people. This is equivalent to a fully loaded 747 crashing...Three times a week.... Every week....
These deaths were 100% preventable. It's you and me and our loved ones, whose lives are at risk. Alcohol does not have to be a part of your life; as drivers, as passengers, as pedistrians we are all fair game; with no age discrimination. The game is Russian Roullette and we are all unwilling participants.
Statistics show that two out of five Americans will be involved in an alcohol-related crash in their lifetime. How many people in your family? What does that say about your odds?
Who wouldn't prefer producing a driver's license each time they ordered a drink -- to sentencing even one innocent victim to spend eternity in a cold grave? It is a small inconvenience for preventing ourselves and our loved ones from being victimized.

Anyone in the business of selling any controlled substance .. be it guns or explosives or alcohol .. already has the corresponding obligation to do so responsibly.
Business establishments are not being asked to do anything more than they are already expected to do .. disperse alcohol responsibly. In addition, they are being given some better "tools" to use. The DMV “restricted license” will designate and de-fuse their biggest liabilities. And the law will be right behind them now in saying, “No alcohol”. The bar won’t be the "bad guy."
In fact, this proposal’s very STRENGTH lies in these business establishments. This proposal recognizes that they are on the "front line" and our greatest allies in the DUI problem. As businesses they are in tune with making good business decisions. They are the “keeper of the key’s” to this DUI proposal. The revoking of driving privileges has no accessable counterpart.

Denying alcohol to the "restricted license holders" protects the drinker, other people on the road and YOU! Due to civil lawsuits (third part liability, off-premise liability, "social host" statutes and case law) if property damage, injury or death resulted from the drunk driving crash .. your assets might also be at risk if you are the spouse or legal guardian of the person being sued, OR if you provided the car or alcohol involved .. and there is proof that you knew or should have known that the driver had a significant history of drunken driving.
