Introduction

These statistics have been obtained from a report published by the National Commission for Persons with Disability in April, 1995. We are reproducing the excerpts from the introduction by The Hon. Dr Lawrence Gonzi, MP, who was at that time president of the National Commission for Persons with Disability. We would like to thank NCPD, most specifically the Chairman Mr Joseph Camilleri, for their assistance in obtaining this statistical information.

"The National Commission for persons with Disability has long felt the need to have reliable statistics which could help it
(a) analyse the social and functional needs of disabled persons and their families;
(b) devise appropriate strategies and programmes which could address these needs and
(c) substantiate the cost and benefits derived from every initiative that is proposed or implemented.

During 1991, the Commission requested and obtained the assistance of the United Nations Development Programme in drafting a questionnaire. Letters were sent to every household in Malta and Gozo inviting persons with disabilities to fill in the questionnaire and the commission had to rely on public co-operation in this regard.

...During 1992 and 1993, the Commission proceeded with the cumbersome process of helping individuals fill the questionnaire and then entering the results into a database...

...The number of questionnaires analysed in this report is 3330 which represents the number of individual questionnaires entered in the database up to the end of December 1994....

...During 1994, the Commission initiated the analysis process...with the help of officials from the Management Systems Unit and Dr. Joe Pace, MD.
