Netguide - A Great Magazine
To start things off, the only magazine that I buy related to the internet is Netguide magazine! It is cheap and full of tonnes of information. It is edited in New Zealand thus has information relevant to us here in NZ. www.htmlgoodies.com The goodies was the first website that I'd refferred to to learn how to do webdesign. It is a great place to learn html (the programming language for webdesign) especially not owning a computer at the time...

Web Authoring Tools:
All said and done, for many of us it is easier to use a program to design webpages so we don't have to write all of the coding involved. I prefer using Macromedia Dreamweaver, but there are a number of packages available.

Graphics:
If you don't have a computer and would like to create some cool graphics for a website or project then go to www.cooltext.com right now! Cooltext will allow you to create logos, buttons, banners and more for free, no downloads required.
Otherwise good programmes to look out for are Adobe Photoshop, Macromedia Fireworks, or Paintshop Pro. These are some of my favourite to use...
