PARKING TICKET

Dear Sir/Maam,

I wish to contest Ticket # 23394898 issued on 12/04/98 for a Red
Parking meter.  The meter was Red because it was broken.  I had 
in fact posted a sign saying that the meter was broken and had 
eaten a quarter of mine with no visible increment in the time 
alloted to me.  When I came down some time later, I found the 
ticket on my windshield.  My note was on the ground next to the 
meter, it had probably fallen down because of the strong wind and 
the Parking Person did not notice it.

I respectfully request that I not be fined, as I tried my best to 
a.  put money in the meter.
b.  put up a sign saying the meter was broken.
