Turkiye'de on binlerce insanin olumune ve yaralanmasina,
milyonlarca dolar maddi hasara neden olan teror orgutlerinin
lider ve tetikci kadrolarinin buyuk bir bolumu halen Avrupa
Birligi ulkelerinde yasiyorlar.
11 Eylul 2001 tarihinde ABD'de yasanan insanlik disi terorist
saldirilarin ardindan NATO'nun 5. maddesi kapsaminda harekete
gecen Almanya, Ingiltere, Hollanda, Fransa, Belcika ve Yunanistan
gibi Avrupa Birligi uyesi ulkelerin, demokratik yapilarini
istismar eden teror orgutlerinin sorumlulari hakkinda ayni
hassasiyeti gostermeleri bekleniyor.
INTERPOL'un basin-yayin organlarina yansiyan aciklamalarina gore,
Turkiye'deki cesitli teror olaylarina karisan 214 orgut sorumlusu
Avrupa ulkelerinde bariniyor. INTERPOL'un, 71'i hakkinda "difuzyon",
31'i hakkinda "dogrudan talep", 112'si hakkinda da
"kirmizi bulten" yoluyla toplam 214 teroristi aradigi
belirtiliyor.
Bugune dek, Avrupa ulkelerinde yakalanan bir cok terorist,
yasalarda yer alan idam cezasi gerekce gosterilerek Turkiye'ye
iade edilmezken, 2 Agustos 2002 tarihinde idam cezasinin yasa
kapsamindan cikartilmasi Turkiye'nin bu konudaki beklentilerini
artiran bir faktor olarak goruluyor.
Simdiye kadar Avrupa ulkelerinde tutuklanan, ancak cesitli
nedenlerle Turkiye'ye iade edilmeyerek, sonradan serbest
birakilan teroristlerin sayisi hicte az degildir.
Turkiye'de cok sayida masum insanin oldurulmesiyle sonuclanan
silahli ve bombali saldiriya imzasini koyan teror orgutu DHKP/C'nin
lideri Dursun Karatas, Fransa'da yakalandiktan sonra serbest
birakilmistir. Halen Hollanda, Belcika ve Yunanistan'da
barinarak, teror eylemleri icin talimat vermeyi surdurmektedir.
Isadami Özdemir Sabanci ve iki arkadasinin olumuyle sonuclanan
saldiriyi gerceklestiren Ismail Akkol Yunanistan'da serbestce
dolasirken, eylemin saniklarindan Fehriye Erdal Belcika'da hala
yargilanmaktadir. Turkiye'nin iade taleplerine ise bugune kadar
ciddi bir yanit verilmemistir.
Diger yandan, INTERPOL tarafindan aranan teror orgutu PKK-KADEK
Baskanlik Konseyi uyesi Murat Karayilan Hollanda'da yakalanmis ve
Turkiye tarafindan "iadesi" talep edilmistir. Ancak, bu
talepte goz ardi edilmis ve Murat Karayilan'in Hollanda'dan
kacmasina kayitsiz kalinmistir.
Yine, iade talebi bulunan teror orgutu PKK-KADEK'in Baskanlik
Konseyi uyelerinden Riza Altun'a anlasilmaz bir sekilde Fransa
tarafindan gecici oturma izni verilmekte ve Altun'un, Fransiz
yetkililerince kendisine Fransa'dan cikarilmayacagi ve korunacagi
yonunde guvence verildigine iliskin aciklamalar gazete
sutunlarinda yer almaktadir (Hurriyet Gazetesi 7 Ekim 2001).
Teror orgutu PKK sorumlularindan Nuriye Kespir, 28 Eylul 2001
tarihinde Hollanda'ya yasa disi yollardan girerken yakalanmis, 25
Haziran 2002 tarihinde Amsterdam Mahkemesi'nde yapilan
durusmasinda tahliye talebi kabul edilmemis, tutuklulugunun
devamina karar verildigi aciklanmistir. Ancak, terorist Kespir'in
de, Turkiye'ye iadesi talebinin sonucu suruncemede birakilmistir.
Laik -demokratik sistemi yikarak "Halifelik" esasina
dayali seriat yonetimini amaclayan Islamci teror orgutu AFID (Kaplancilar
Örgutu)'in lideri olan ve halen Almanya'da cezaevinde bulunan
Metin Kaplan'in Turkiye'ye iadesi talebi, idam cezasi alma
ihtimali bulundugundan daha once kabul gormemisti.
Verilen ornekler disinda PKK-KADEK, DHKP/C, TKP/ML, MLKP,
Kaplancilar vb. teror orgutlerine mensup onlarca terorist, Avrupa
Birligi ulkelerinde yasam ortami bulmaktadirlar.
Terorizme karsi duyarliligin ust noktalarda oldugu boylesi bir
ortamda, ABD ve Avrupa Birligi'nin "teror orgutleri"
listelerinde yer alan, Almanya, Fransa ve Ingiltere'de yasaklanan
PKK-KADEK ve DHKP/C basta olmak uzere tum teror orgutlerinin
sorumlularinin Avrupa ulkelerinde rahatca dolasmalarina,
barinmalarina ve terorist eylemleri organize etmelerine izin
verilmemesi, Turk kamuoyunun beklentisidir.
Terorizme prim verenlerin de, en az teroristler kadar suclu
olduklarini bir kere daha hatirlatirken, terorizmle mucadelede
basarinin, cifte standart uygulamadan, ayrimcilik yapmadan, teror
orgutlerine karsi topyekun mucadeleyle mumkun olabilecegini
vurgulamak istiyoruz.

THE EUROPEAN PUBLIC OPINION;
"Do Not Let The Leaders Of Terrorist Organizations Take
Shelter In Europe Anymore"
"Turkey Expects You To Extradite The Terrorists"
Most of the
leaders and killers of terrorist organizations that murdered and
wounded ten thousands of people in Turkey and caused millions of
dollars material damage presently live in the countries of the
European Union.
Members of the European Union such as Germany, Great Britain, The
Netherlands, France, Belgium and Greece, got into action within
the Article 5 of NATO following the inhuman terrorist attacks in
the USA on September 11, 2001, are expected to be as much
sensitive regarding the leaders of the terrorist organizations
who have been exploiting their democratic structures.
According to the statements of INTERPOL that appeared on the
media, 214 members of these organizations who were involved in
terrorist acts in Turkey have taken shelter in European countries.
INTERPOL has been hunting for 214 terrorists in total-71 through
"diffusion", 31 through "direct demand" and
112 by means of "the red bulletin".
Until now, several terrorists who had been captured in European
countries were not extradited to Turkey on the pretext that
capital punishment existed in Turkish laws. The fact that death
penalty was abolished on August 2, 2002 increased the
expectations of Turkey in that regard.
The number of terrorists who were arrested in European countries
and later released rather than being extradited to Turkey due to
several reasons is considerable.
Dursun Karatas, the leader of the terrorist DHKP/C perpetrated a
number of armed and bombing attacks that killed several innocent
people in Turkey was released after he had been captured in
France. He currently lives in The Netherlands, Belgium and
Greece, and keeps on directing terrorist acts.
Ismail Akkol, one of the perpetrators of the attack that killed
businessman Özdemir Sabanci and two colleagues, walks free in
Greece, while Fehriye Erdal, one of the suspects of the attack,
is being tried in Belgium. Both countries did not give a serious
reply to the extradition demands of Turkey until today.
On the other hand, Murat Karayilan, a member of the PKK-KADEK's
Chairmanship Council, who has been sought by INTERPOL, was
captured in The Netherlands and Turkey demanded his "extradition".
However, this demand was disregarded and Murat Karayilan was let
free to escape from The Netherlands.
France unintelligibly provides temporary residence permit to Riza
Altun, a member of the terrorist PKK-KADEK's Chairmanship
Council, for whom a request of extradition has been issued.
Altun's statements indicating that French authorities have given
him assurance that he would not leave France and that he would be
protected took part in newspapers (Hürriyet daily, October 7,
2001).
Nuriye Kespir, a member of the terrorist PKK, was captured on
September 28, 2001 when she was trying to enter the Netherlands
illegally. Her release demand was rejected during her trial on
June 25, 2002 in the Court of Amsterdam and the court ordered the
continuation of her detention. However, the result of the demand
of extradition for terrorist Kespir to Turkey was left hanging in
the air.
The extradition request for Metin Kaplan, the leader of the
Islamist terrorist organization AFID (Kaplancilar Organization)
aiming to replace the secular democratic system with a religious
sharia regime based on a "Caliphate" state, was
rejected due to the possibility of a death penalty.
Besides the given examples, dozens of terrorists belonging to the
PKK-KADEK, DHKP/C, TKP/ML, MLKP, Kaplancilar and other terrorist
organizations take shelter in the member countries of the
European Union.
It is the expectation of Turkish public opinion that the leading
members of all terrorist organizations, particularly the PKK-KADEK
and the DHKP/C which were banned in Germany, France and Great
Britain and were included in the list of "terrorist
organizations" of the US and the EU, should not be granted
the freedom of movement, shelter and perpetrating terrorist acts
in European countries in an atmosphere where sensitivity towards
terrorism is at its highest.
We would like to remind you once again that the ones who tolerate
terrorism are as guilty as the terrorists. The success in the
struggle against terrorism is only possible with a comprehensive
fight against terrorist organizations without double standards
and discrimination.
