ops responsibilities: 
 1. make sure the channel rules are implemented but don't be too strict or else we turn off some potential  members 
  2. dont op persons who are not certified channel ops 
  3. it is our duty to watch the channel so pls. obtain the op status always 
  4. welcome regulars, passers-by and newbies in the channel 
  5. kick and ban commands should be used wisely and with caution, some people are quite sensitive to this and may cause heartaches  :(  esp to the newbies 
  6. get to know the other opsr ops
