February 2000 began with concerted efforts to improve
relations between American soldiers and the Serbs
and Albanians of Kosovo.  Tension had mounted in
recent weeks, following the murder of a child and
allegations of abuses by KFOR troops.  The
investigations continue.  Mitrovoca in the
French sector proves to be unstable, as it
turns into a "combat zone".
