They are harvesting ice from Lake Albia.

Albia Lake is a marsh now, that the Wynantskill flows through, in a valley, a few miles from the Hudson River. But years ago there was a dam that held back a pond, near the city population of Troy, New York. Before refrigerators were invented, people would harvest the ice off of ponds, lakes and rivers, and store it in "ice houses" packed in layers of sawdust or straw. You can see the ice house behind these people where they were going to put this ice. The ice would be transported to homes in the warm months to keep food and drink cool and fresh.
