John A. Daly


I have worked as a freelance consultant in the field of international development since 1996. During that time I have worked on programs introducing information and communications technology to developing countries on issues of research policy and management.

I worked in science and technology for the Agency for International Development for 20 years, eventually directing its office of research. Prior to that I worked in health planning for about seven years, including service 1.) with the World Health Organization in Colombia, 2.) with the Office of International Health in DHEW in Washington, and 3.) White House International Health and World hunger task forces.

I worked as an engineer in the 1960s, primarily with the Pattern Recognition Research Program of the Astropower Laboratory. In the mid 1960's, as a Peace Corps Volunteer, I worked in the Computer Center of the Universidad Federico Santa Maria in Valparaiso, Chile.

I hold a Ph.D. in Administration (specialized in operations research and public administration) from the University of California, Irvine. I also hold an M.S.E.E. from the University of California, Berkeley and a B.S. in Engineering from UCLA.
