How Valuable is hands-on practice for Computer Programs in Developing Countries?

The purpose of this survey is to find out how valuable hands-on (lab work/practicals) exercises are for computer programs in primary and secondary schools in developing countries. The problem is the insufficiency of comupters and computer-aided tools to support the theoretical (coursework/concepts/theory) portion of the programs.
