Neon Text

	Set a bright foreground color. Then using Paint Shop Pro's text tool choose a font .( I used 48 pnt. Freehand575 BT in this tutorial)
	Select IMAGE > OTHER > DILATE 3 times. Select IMAGE > BLUR > BLUR MORE
	Set a darker foreground color. Center text in glow

	Select an outline color and lay down your text.
	Select IMAGE > OTHER > DILATE
	Select black for your foreground color. Lay down your text.
