I chose a textured background for this tutorial although it will work on
solid color backgrounds as well

Create a new image with
FILE

NEW
be sure it is large enough to for your text, foreground & background
color are unimportant.

enter your text using the text tool
Don't
deselect it.

Select
SELECTIONS
>
SAVE TO ALPHA CHANNEL
(save it with the default name)

Make the primary image active again by clicking on
the blue title bar at it's top.

Select
SELECTIONS
>
LOAD FROM ALPHA CHANNEL

Position the selection where you want the text
Don't
deselect it.

CUTOUT

white
, Oppacity 65, Blur 5,Vert. Offset 4, Horiz. Offset 4)
