On the mean streets in the Italian section of Providence, Rhode Island, five reckless friends struggle to find a future in the Mob infested neighborhood known as Federal Hill. Ralph (Nicholas Turturro of N.Y.P.D. Blue) makes a living as a petty burglar, while his life-long friend Nicky (Anthony DeSando) takes care of the drug dealing. The two are inseparable until Wendy (Libby Langdon), a beautiful and privileged college student, steps into their lives. Nicky's fascination with her leads him to cross over to the right side of the tracks, leaving Ralph and the gang behind. Back on the Hill, trouble emerges when the Mob comes to collect a large debt from one of the guys. Ralph comes to his aid and devises an ambitious plan to rip off and pay the Mob with its own money. When the suspicious local boss, Sal (Frank Vincent), questions Ralph's father, business gets personal. Nicky, consumed in the life he sees with Wendy, is oblivious to the trouble until Ralph drags him back in. He's forced to choose between his friends and his dreams away from the hill, Federal Hill.
